The Legislative Assembly Convenes on May 20th: A Comprehensive Agenda for Critical Discussions

The upcoming 7th Session of the National Assembly, commencing on May 20 and concluding on June 27, will witness a comprehensive agenda with 39 key items. Notably, 24 of these items pertain to legislative tasks, reflecting the importance of this session in shaping the legal framework. Additionally, 15 items related to economic, social, and budgetary matters, as well as crucial supervisory issues, will be addressed. This session promises to be a pivotal moment in the nation's political landscape.

On May 15, 2024, the National Assembly Standing Committee [NAS] gave opinions on the preparation for the 7th session of the 15th National Assembly [NA] and the summation of the 7th extraordinary session of the 15th NA.

Reporting on the preparation for the 7th session of the 15th NA, the NA Secretary General Bui Van Cuong said that after the 32nd meeting (in April 2024), following the direction of the NAS, the NA Secretary General had edited the expected program for the 7th session of the 15th NA and sent it to the NA deputies for their opinions. At the same time, he sent documents requesting relevant agencies to complete the dossier of documents for the 7th session and send them to the NA deputies on time as regulated.

So far, the NA Secretary General has received comments from 60/63 delegations of NA deputies and a number of NA deputies. The opinions basically agreed with the expected program.

At the 7th session, it is expected that the NA will consider 39 contents, including 24 contents related to legislation; 15 contents on socio-economic issues, state budget, supervision, and other important issues.

Regarding legislation, it is expected that the NA will consider and pass 10 laws and 3 draft resolutions, including: Social Insurance Law (amended); Law on National Defense and Security Industry and Mobilization of Industries; Road Law; Law on Order and Safety Traffic roads; Law on Archives (amended); Law on the Capital (amended); Law on the Organization of the People’s Court (amended); Law on Amendment and Supplementation of a Number of Articles of the Law on Auction of Assets; Law on Management, Use of Weapons, Explosives and Supporting Tools (amended) (according to the procedure at one session); Law on Amendment and Supplementation of a Number of Articles of the Law on Bodyguard (according to the procedure at one session)

Resolution of the NA on piloting the addition of a number of mechanisms and policies for the development of Nghe An province; Resolution amending and supplementing Resolution No. 119/2020/QH14 of the NA on piloting the model of urban administration and a number of special mechanisms and policies for the development of Da Nang city; Resolution of the NA on the Law and Ordinance Building Program in 2025, adjusting the Law and Ordinance Building Program in 2024.

In addition, the NA will also give opinions on 11 bills, including: Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on Prevention and Control of Trafficking in Persons (amended); Law on Fire Prevention and Fighting and Rescue; Law on Air Defense and Air Force; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on Value Added Tax (amended); Law on Amendment and Supplementation of a Number of Articles of the Pharmaceutical Law.

Regarding the consideration and decision of socio-economic issues, the state budget, supervision, and other important issues, it is expected that the NA will consider supplementary assessment reports on the implementation of the socio-economic development plan and the state budget in 2023; the situation of implementing the socio-economic development plan and the state budget in the first months of 2024.

Approve the state budget settlement in 2022; consider the Report on the practice of thrift and anti-waste in 2023; consider the report on the results of implementing the National Target Program on Gender Equality in 2023; consider and pass the Resolutions on the Program of Supervision and the establishment of the NA’s thematic supervision delegation in 2025.

Conduct supervision on “The implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the NA on fiscal and monetary policies to support the program of recovery and sustainable development of the economy and the resolutions of the NA on a number of important national projects until the end of 2023”

Consider and decide on the investment policy for the project of constructing the North-South expressway, Western section from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc); consider and decide to adjust the investment policy of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period of 2021-2030; consider and approve the document on the UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)

Give opinions on the investment policy of the National Target Program on cultural development for the period of 2025-2035; give opinions on the National Marine Spatial Planning for the period of 2021-2030, with a vision to 2050 (if conditions are met, it will be considered and passed at the 7th session).

The Central Committee of the Vietnam Fatherland Front will report a synthesis of opinions and recommendations of voters and people sent to the 7th session. The NA will also consider the report of the NAS on the results of supervising the settlement and response to the recommendations of voters sent to the 6th session of the 15th NA.

Along with that, the NA will conduct questioning and answering; consider and pass the Resolution of the 7th session of the 15th NA; consider and decide on other important issues (if any)

 
It is expected that the total working time of the NA is 26 days. The opening will take place on May 20, 2024, and is expected to close in the afternoon of June 27, 2024 (including Saturdays, May 25 and June 8, when the NA will work)
The NA will meet at the National Assembly House; the session will be held in 2 phases.
Phase 1 is 17 days (from May 20 to June 8, 2024)
Phase 2 is 9 days (from June 17 to June 27, 2024), with a reserve day on June 28, 2024.
