Ms. Tran Thi Dieu Thuy (47 years old, from Ho Chi Minh City) holds a Master’s degree in Party and State Building, a Bachelor’s degree in Economics, and a High-level Certificate in Political Theory.
Before being appointed as the Vice Secretary of the Go Vap District Party Committee and then promoted to the position of Secretary of the Go Vap District Party Committee in June 2015, Ms. Thuy had served as the Secretary of Tan Phu District Youth Union, Vice Secretary of Ho Chi Minh City Youth Union, and Chairwoman of Ho Chi Minh City Youth Union.
Since April 2018, Ms. Thuy has been the Chairwoman of the Ho Chi Minh City Labor Federation. She is currently a deputy of the 15th National Assembly.
In her personal action plan, Ms. Thuy stated that she would continue to fulfill her duties as a deputy of the 15th National Assembly and follow through on her action plan when running for the National Assembly, maintaining close connections with the voters and the people of Ho Chi Minh City.
As the proposed head of the cultural and social sector, Ms. Thuy pledged to approach and grasp the situation, progress, and performance in her assigned field. She committed to leading the effective implementation of solutions to build an advanced culture with a strong national identity and to establish a cultural space for Ho Chi Minh City.

Mr. Duong Ngoc Hai (57 years old, from Long An province) holds a Master’s degree in Law, a Bachelor’s degree in Economics, and a High-level Certificate in Political Theory.
Regarding his work experience, Mr. Hai has made significant contributions to the development of the prosecution sector in Ho Chi Minh City. He served as a member of the Ho Chi Minh City Party Committee, Secretary of the Party Committee, and Director of the Ho Chi Minh City People’s Procuracy from June 2016 to June 2019. From July 2019 to June 2020, he was the Standing Vice Chairman (August 2019) and then Chairman (January 2020) of the Ho Chi Minh City Party Committee’s Internal Affairs Committee. Since July 2020, Mr. Hai has been a member of the Standing Committee of the Ho Chi Minh City Party Committee and the Chairman of the Inspection Committee. He is also a deputy of the 15th National Assembly.
In his personal action plan, Mr. Hai pledged to work with the Party Committee and the Standing Committee of the Ho Chi Minh City People’s Committee to effectively lead and implement the city’s 2024 theme, as well as successfully carry out Resolution No. 98 of the National Assembly. He committed to promoting innovation, creativity, and digital transformation, as well as improving administrative procedures and the investment environment, and building an urban administration.

At the session, the deputies of the Ho Chi Minh City People’s Council for the 10th term elected Mr. Vo Ngoc Quoc Thuan, a member of the Ho Chi Minh City Party Committee and Director of the Ho Chi Minh City Department of Home Affairs, as a member of the Ho Chi Minh City People’s Committee for the 2021-2026 term.
Earlier, the deputies of the Ho Chi Minh City People’s Council for the 10th term voted to relieve Mr. Duong Anh Duc and Mr. Ngo Minh Chau from their positions as Vice Chairmen of the Ho Chi Minh City People’s Committee for the 2021-2026 term.
Mr. Duong Anh Duc has recently been assigned by the Ho Chi Minh City Party Committee’s Standing Committee to work as the Secretary of the Party Committee of District 1.
On the other hand, Mr. Ngo Minh Chau has been assigned by the Ho Chi Minh City Party Committee’s Standing Committee to work as the Head of the Ho Chi Minh City Party Committee’s Internal Affairs Committee.
