The Government Office has just issued Notification No. 219/TB-VPCP dated May 14, 2024, on the conclusion of Prime Minister Pham Minh Chinh – Head of the Steering Committee at the 11th meeting of the National Steering Committee for important projects and key traffic works.
According to the announcement, during the inspection of the South Central Coastal Expressway projects on April 30 and May 1, 2024, despite the holiday, harsh weather conditions, high temperatures, and extreme heat (the highest in 50 years), investors, consultants, contractors, engineers, and workers remained dedicated to their work with the spirit of “overcoming the heat and winning against the rain,” working in “3 shifts and 4 teams,” and even “working through holidays and weekends.”
Given the positive results achieved so far, the Prime Minister requested that ministries, sectors, localities, investors, project management boards, consultants, and contractors continue their efforts and focus on completing their tasks with a problem-solving approach. Emphasizing the importance of land clearance as the most critical factor in ensuring timely project progress, the Prime Minister urged provincial and municipal authorities to mobilize their political system, with the direct involvement of provincial secretaries, to expedite land clearance processes. This includes meeting the committed deadline of completing land clearance for the North-South Expressway East Phase 2021-2025, two ring road projects, and three East-West Expressway projects by the second quarter of 2024. Specifically mentioned are the provinces of Quang Tri, Quang Binh, Bac Ninh, Dong Nai, Da Nang, and Dak Lak, with additional emphasis on Dong Nai and Kien Giang provinces to strengthen their efforts in land clearance for the Ho Chi Minh City Ring Road 3, Bien Hoa – Vung Tau, and Ho Chi Minh Road projects.

To address the challenges in construction material supply, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to work directly with relevant ministries, sectors, and localities to resolve this issue by May 2024. Provinces in the region are expected to prioritize the interests of the nation and support each other in ensuring a sufficient supply of sand for these critical projects.
To ensure timely completion, the Prime Minister instructed relevant agencies to direct investors and contractors to develop an accelerated construction schedule, aiming to complete the projects three to six months ahead of schedule. This includes intensifying supervision and inspection during construction to guarantee quality, labor safety, aesthetics, and environmental protection, while minimizing disruptions to local communities. Consulting supervisors and design consultants are expected to closely monitor the construction sites to promptly address any issues that may arise, avoiding delays. Investors are also responsible for reviewing procedures to ensure compliance with legal regulations and promptly addressing any shortcomings to prevent cumulative errors.
To expedite project implementation, the Prime Minister agreed to include the Ho Chi Minh City Ring Road 4 and the expansion of the Ho Chi Minh City – Long Thanh Expressway in the Steering Committee’s portfolio. Additionally, the Chairpersons of the People’s Committees of Thai Nguyen, Ben Tre, and Tra Vinh provinces were added as members of the Steering Committee to facilitate land clearance for the Ho Chi Minh Road from Cho Chu to Ngã Ba Trung Sơn and to secure filling materials for the Southwest region.
Specific tasks were assigned to relevant ministries and sectors. For projects in the preparation stage, the Prime Minister instructed the Ministry of Transport to coordinate with the Ministry of Planning and Investment and the People’s Committee of Binh Phuoc province to work with the National Assembly to provide timely explanations and make appropriate adjustments to ensure the National Assembly’s approval of the investment policy for the Gia Nghia – Chon Thanh project in June 2024. Close coordination between the Ministry of Transport and the Ministry of Planning and Investment is also expected to complete the appraisal of the Dau Giay – Tan Phu project report, aiming for approval in June 2024.
The Ministry of Planning and Investment is expected to provide feedback on the pre-feasibility study report for the Ho Chi Minh City – Moc Bai project by May 15, 2024, following the direction of Deputy Prime Minister Tran Hong Ha. They are also responsible for guiding and coordinating with the People’s Committee of Lam Dong province and the Ministry of Transport to finalize the appraisal of the Dau Giay – Tan Phu and Tan Phu – Bao Loc projects for approval in June 2024.
Ho Chi Minh City is requested to promptly propose an extension of the disbursement period and arrange for the third additional loan for the Ben Thanh – Tham Luong project.
The State Capital Management Committee is assigned to direct the Vietnam Airport Corporation (ACV) to urgently complete the necessary procedures for submitting to the Prime Minister for approval of the investment policy for the Ca Mau Airport project, aiming for completion and operation by October 2025.
