The Untouched Vacancy: Unapproved and Unrelieved, the Minister of Public Security Remains at the Seventh Session

The General Secretary of the National Assembly, Bui Van Cuong, announced that the 7th Session of the 15th National Assembly will witness the election of a new National Assembly Chairman and the country's President. However, there will be no approval or dismissal of the Minister of Public Security at this session.

Secretary General of the National Assembly Bui Van Cuong stated that the 7th Session of the 15th National Assembly will not include the approval or dismissal of the Minister of Public Security.

On the morning of May 19th, the Secretary-General held a press conference regarding the expected agenda for the 7th Session of the 15th National Assembly.

During the conference, a reporter inquired about the Central Party Office’s communiqué, which stated that the Central Committee had unanimously agreed to nominate General To Lam, Minister of Public Security, for the National Assembly’s election as State President, and Mr. Tran Thanh Man, Vice Chairman of the National Assembly, as Chairman of the National Assembly.

The reporter then requested details about the procedure for electing the State President and Chairman of the National Assembly at the session. Additionally, they asked if the process of electing Mr. To Lam as State President included his dismissal from the position of Minister of Public Security. They also inquired if there would be an approval of the Prime Minister’s proposal to appoint a replacement for Mr. To Lam as Minister of Public Security during this session, and requested the expected timeline for the elections.

In response to the question about the personnel work for the election of the State President and Chairman of the National Assembly, Secretary-General Bui Van Cuong stated that according to Article 4 of the Constitution of the Socialist Republic of Vietnam, the Communist Party of Vietnam is the leading force of the State and society.

One of the Party’s leadership methods is to nominate or introduce officials for election, candidacy, or appointment to positions in state agencies, political organizations, and social organizations.

According to Mr. Cuong, the 9th Plenum of the Central Committee was a great success, and the media has already reported on its outcomes. He confirmed that the 7th session of the 15th National Assembly will elect the State President and the Chairman of the National Assembly.

As per the program design, it is expected that the personnel work will commence in the late morning of May 20th and conclude by the morning of May 22nd. The National Assembly will first elect the Chairman of the National Assembly, followed by the election of the State President.

Mr. Cuong also mentioned that the 9th Plenum of the Central Committee did not introduce the personnel for the Minister of Public Security. Therefore, this National Assembly session will not include the approval or dismissal of this position.

He provided an example of a similar situation, citing Mr. Tran Hong Ha, who was approved by the National Assembly as Deputy Prime Minister while still holding the position of Minister of Natural Resources and Environment for a period.

“Therefore, as the competent authority, the Politburo has not introduced any new candidates. As a result, the agenda for the 7th session of the 15th National Assembly does not include the approval or dismissal of the Minister of Public Security,” Mr. Cuong clarified.

The 7th session of the 15th National Assembly will convene its preparatory meeting and officially open on May 20th, with an expected closing date of June 28th. The session will be conducted in two phases: the first phase from May 20th to June 8th, and the second phase from June 17th to the morning of June 28th. The total expected working time for the session is 26.5 days.
