The upcoming 7th Session of the National Assembly is set to be a busy one, with 39 agenda items up for discussion. Of these, 24 are related to law-making, reflecting the importance of this session in shaping the legislative landscape. Additionally, 15 items will focus on economic, social, and budgetary matters, as well as oversight and other significant issues. This session promises to be a pivotal moment in the nation's political calendar.

On May 15, the National Assembly’s Standing Committee held its 33rd meeting to discuss preparations for the 7th session of the 15th National Assembly.

Bui Van Cuong, Secretary-General of the National Assembly and Chief of the National Assembly’s Office, stated that the 7th session is expected to cover 39 topics, including 24 related to legislation and 15 concerning socio-economic issues, state budget, supervision, and other significant matters.

The National Assembly is scheduled to work for 26 days, starting on May 20, 2024, and concluding on June 27, 2024, with additional workdays on Saturdays, May 25, and June 8.

The meeting also addressed concerns regarding the timing of the Social Insurance Law (amended) approval. Some suggested delaying its passage until after the salary reform takes effect on July 1, 2024, while others proposed postponing it until the 8th session.

Mr. Cuong acknowledged the need for careful consideration and consensus, emphasizing the thorough evaluation of the salary reform’s impact on retirement pensions, especially for those who retired before 1995. He recommended proceeding with the approval process at the 7th session, provided that the conditions specified in the Law on Promulgation of Legal Documents are met.

The Standing Committee has meticulously reviewed the agenda for the upcoming session, and the relevant agencies have been urged to finalize the necessary preparations promptly.

Mr. Tran Thanh Man, Permanent Vice Chairman of the National Assembly, commended the efforts and dedication of the National Assembly’s agencies, the Office of the National Assembly, the Government, and relevant ministries. He urged the Committee for Social Affairs and the Ministry of Labour, Invalids, and Social Affairs to finalize the Social Insurance Law (amended) promptly and thoroughly, resolving any outstanding issues with empathy and reason.

Mr. Man also requested the Government to seek approval for several crucial matters, including the National Target Program on Cultural Development, the Law on the Capital City (amended), and the Law on the Organization of People’s Courts (amended).

Additionally, he proposed supplementing the agenda with the following: a draft resolution on piloting the urban governance model and special mechanisms for the development of Da Nang city, a draft resolution on special mechanisms for the development of Nghe An province, the 2022 state budget settlement, and a draft resolution on reducing the value-added tax rate by 2%.

For matters of utmost importance and urgency, Mr. Man emphasized the need for cautious consideration. He also suggested that the Secretary-General coordinate with the Council for Ethnic Groups and the National Assembly’s Committees to advise on the timing of the Standing Committee’s meeting between the two phases of the 7th session to finalize the draft laws and resolutions before submitting them to the National Assembly for a vote.

Preparation of draft laws and resolutions must be meticulous, concise, and focused, ensuring high-quality content and broad consensus before being presented to the National Assembly for approval.
