The National Assembly Secretary General and Chairman of the National Assembly Office, Bui Van Cuong, provided this information at a press conference on the expected agenda for the 7th session of the 15th National Assembly term, held on the morning of May 19, 2024.
Regarding the procedure for completing the senior personnel arrangement at the 7th session, the National Assembly Secretary General stated that “according to the expected agenda of the 7th session, at the end of the morning of tomorrow, May 20, the 15th National Assembly will begin the process, and by the morning of May 22, the personnel work will be completed. Accordingly, the National Assembly will elect the National Assembly Chairman first, followed by the election of the State President as stipulated.”

The National Assembly Secretary General also shared that the 9th Conference Resolution of the Central Committee did not introduce the candidate for the Minister of Public Security. Therefore, the National Assembly agenda for this session does not include the approval or dismissal of this position.
At the press conference, Mr. Nguyen Tuan Anh, Deputy Head of the National Assembly Delegates Work Committee, added that regarding the position of Vice President of the National Assembly, after Mr. Tran Thanh Man was introduced as a candidate for the National Assembly Chairman, the competent authority would consider and introduce a candidate, and the National Assembly would then complete the arrangement as per regulations.
CONSIDERING THE PASSAGE OF 10 LAWS AND PROVIDING OPINIONS ON 11 LAW DRAFTS
Introducing the expected agenda for the 7th session, Mr. Vu Minh Tuan, Deputy Chief of the National Assembly Office, said that the 7th session of the 15th National Assembly would hold a preparatory meeting and solemnly open on May 20, 2024, with an expected closing date of June 28, 2024. The session will be conducted in two phases: Phase 1 from May 20 to June 8, 2024, and Phase 2 from June 17 to the morning of June 28, 2024. The expected total working time for this session is 26.5 days. During this session, the National Assembly will dedicate most of its time to legislation and supervision.
At this session, the National Assembly will consider and pass 10 bills, including the Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense-Security Industry and Mobilization of Industries for National Defense; Law on Roads; Law on Order and Safety Traffic roads; Law on the Capital (amended); Law on the Organization of People’s Courts (amended); Law on Amendment and Supplementation of Several Articles of the Law on Asset Auction; Law on Amendment and Supplementation of Several Articles of the Law on Bodyguard (following the procedure at a session); Law on Management, Use of Weapons, Explosives and Supporting Tools (amended) (following the procedure at a session)
The National Assembly will also consider passing three draft resolutions, including the National Assembly’s resolution on piloting the addition of several mechanisms and policies for the development of Nghe An province; Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the model of urban administration and several special mechanisms and policies for the development of Da Nang city; and the National Assembly’s resolution on the Law and Ordinance Building Program for 2025, adjusting the Law and Ordinance Building Program for 2024.
Along with that, at this session, the National Assembly will consider and give opinions on 11 bills, including the Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on Prevention and Control of Human Trafficking (amended); Law on Fire Prevention and Fighting and Rescue; Law on Air Defense and Air Force; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on Value Added Tax (amended); and Law on Amendment and Supplementation of Several Articles of the Pharmaceutical Law.
CONSIDERING AND PROVIDING OPINIONS ON OTHER IMPORTANT ISSUES
At this session, the National Assembly will consider and give opinions on important issues. The Deputy Chief of the National Assembly Office also said that at this session, the National Assembly would consider and decide on socio-economic issues and the state budget. Specifically, the National Assembly will consider reports on the supplementary evaluation of the implementation of the socio-economic development plan and the state budget in 2023; the situation of implementing the socio-economic development plan and the state budget in the first months of 2024.
Approve the state budget settlement for 2022 (including a report on the implementation of Resolution No. 91/2023/QH15 on approving the state budget settlement for 2021 and Resolution No. 94/2019/QH14 on debt write-off, tax debt write-off, late payment interest, and late payment for taxpayers who are no longer capable of paying the state budget)

Along with that, consider the Report on the Practice of Thrift and Anti-waste in 2023; Consider the Report on the Results of Implementing the National Targets on Gender Equality in 2023.
Consider and pass resolutions on the Supervision Program and the establishment of the National Assembly’s thematic supervision delegation for 2025.
At this session, the National Assembly will also conduct a thematic supervision on “The implementation of Resolution No. 43/2022/QH15 dated January 11, 2022, of the National Assembly on fiscal and monetary policies to support the Program of Recovery and Development of the Economy and Society, and the National Assembly’s resolutions on some key national projects until the end of 2023.”
 Consider and decide on the investment policy for the project of constructing the North-South expressway, Western section, from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc).
Consider and decide to adjust the investment policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030.
Consider approving the documents for the United Kingdom of Great Britain and Northern Ireland to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)
The National Assembly will also give opinions on the investment policy of the National Target Program on Cultural Development for the period 2025-2035; Give opinions on the National Marine Space Planning for the period 2021-2030, with a vision to 2050 (if conditions are met, it will be considered for approval at the 7th session); Give opinions on the Planning of Hanoi Capital for the period 2021-2030, with a vision to 2050; Give opinions on the Adjustment of the Overall Planning of Hanoi Capital to 2045, with a vision to 2065.
 The Central Committee of the Vietnam Fatherland Front will report a synthesis of opinions and recommendations of voters and people sent to the 7th session of the 15th National Assembly. Consider the Report of the Standing Committee of the National Assembly on the results of supervising the settlement and response to voters’ recommendations at the 6th session of the 15th National Assembly.
Regarding the questioning and answering session, the National Assembly Secretary General said that at this session, the National Assembly would conduct questioning and answering within 2.5 days.
