Unlocking the Potential: Revitalizing Central Coastal Road Projects for Timely Progress and Efficient Fund Disbursement

On the morning of May 19, at the conference announcing the master plan for the North Central and Coastal Central regions for the period of 2021–2030, with a vision toward 2050, Minister of Planning and Investment Nguyen Chi Dung provided an update on the progress of several key projects that foster regional linkage.

Regarding the significant projects in the North Central and South Central Coastal regions, Minister Nguyen Chi Dung shared that the coastal road in the localities within the region, stretching 1,636 km (3,034 km nationwide), has been prioritized for central government budget allocation in the mid-term public investment plan for the 2021–2025 period. Local authorities have directed efforts to expedite progress, and several projects have been completed thus far: the section from the intersection with National Highway 46 to Provincial Road 535 in Nghe An province, and the Dung Quat–Sa Huynh section (phase I).

However, some coastal road projects are currently facing challenges with low implementation rates and disbursement, falling behind schedule. These include the Hoang Hoa–Sam Son and Quang Xuong–Tinh Gia sections in Thanh Hoa province, implemented under the build-operate-transfer (BOT) format; the coastal road and Nhat Le 3 Bridge in Quang Binh province; the coastal road connecting the East-West Economic Corridor in Quang Tri province; and the Hon Lan–Tan Hai section of the DT.719B axis in Binh Thuan province.

The Ministry of Planning and Investment has requested that the People’s Committees of the provinces with the aforementioned delayed projects focus on directing and reviewing them, promptly addressing any difficulties and bottlenecks. They should accelerate compensation, site clearance, and resettlement progress, and coordinate with the Ministry of Agriculture and Rural Development to submit to the Prime Minister for approval regarding forest and forest land use conversion, as per regulations.

Concerning the national key project of Ka Pet reservoir in Ham Thuan Nam district, Binh Thuan province, Minister Nguyen Chi Dung noted that the project has not yet completed the approval procedures for investment. Binh Thuan province is in the process of finalizing the feasibility study report for submission to the Ministry of Agriculture and Rural Development for appraisal. The project’s progress has been slow and has not met the planned requirements.

Minister Nguyen Chi Dung requested the People’s Committee of Binh Thuan province to focus on directing and expediting the completion of the dossier for submission to the Ministry of Agriculture and Rural Development for appraisal and approval by authorized agencies.

For projects that are underway and not facing any difficulties, such as the North-South Expressway in the Eastern region, the Khanh Hoa–Buon Ma Thuot project, and the road project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province, Minister Nguyen Chi Dung requested the relevant ministries and localities to concentrate on completing them according to the set schedule.

Regarding projects in the study and investment proposal development phase, Minister Nguyen Chi Dung requested the ministries, sectors, and localities to coordinate with the Ministry of Transport to carefully calculate the investment options, sources, and phasing to ensure feasibility and effectiveness. They should also clearly identify any challenges and provide specific and feasible proposals.
