The Ministry of Industry and Trade has recently revoked the confirmation certificates of three companies operating as gasoline and oil distributors. These companies are Petrolink Trading and Supply Co., Ltd., Duc Hanh Limited Company, and Minh Phat Gasoline and Oil Trading and Transport Co., Ltd.
Upon the request of these companies to return their distributor licenses and the proposal of the Director of the Domestic Market Department, the Ministry made the decision to revoke their confirmation certificates.

Petrolink Trading and Supply Co., Ltd. is headquartered at 9, lane 84, Ngoc Khanh Street, Giang Vo Ward, Ba Dinh District, Hanoi. Their confirmation certificate as a gasoline and oil distributor was issued by the Minister of Industry and Trade on January 10, 2022.
Duc Hanh Limited Company is located at GH65 Ho Da Residential Area, So Dau Ward, Hong Bang District, Hai Phong. They were first issued their confirmation certificate on February 26, 2020, and then a modified version on November 24, 2020.
Minh Phat Gasoline and Oil Trading and Transport Co., Ltd. is based at 64/1 M Vo Oanh Street, Ward 25, Binh Thanh District, Ho Chi Minh City. Their confirmation certificate was granted by the Minister of Industry and Trade on January 27, 2023.
Previously, on May 7, the Ministry of Industry and Trade also revoked the confirmation certificate of Ngoc Khanh Trading and Transport Services Joint Stock Company, based on their request to return their distributor license and the proposal of the Director of the Domestic Market Department.
Ngoc Khanh Trading and Transport Services Joint Stock Company is located in Viêm Tây 2 residential area, Dien Thang Bac Ward, Dien Ban town, Quang Nam province. Their modified confirmation certificate was issued on May 23, 2023.

According to Decree No. 95/2021/ND-CP, which amends and supplements a number of articles of Decree No. 83/2014/ND-CP on gasoline and oil trading, businesses must meet certain conditions to obtain a confirmation certificate as a gasoline and oil distributor from the Ministry of Industry and Trade. These conditions include having a warehouse or tank with a minimum capacity of 2,000 cubic meters, which is either owned by the company or leased from a gasoline and oil trading enterprise for at least five years. They must also have means of gasoline and oil transportation that are either owned by the company or leased from a gasoline and oil trading enterprise for at least five years. In addition, they must have a distribution system for gasoline and oil in at least two provinces or centrally-run cities, including a minimum of five retail stores that are either owned by the company or leased for a term of at least five years, with at least three of these stores being owned by the company. Lastly, they must have a minimum of 10 retail stores belonging to agents or traders who have been granted a certificate of eligibility for gasoline and oil retail. |
