The Ministry of Industry and Trade recently organized a meeting to seek opinions on the draft strategy for the development of Vietnam’s logistics services on May 20.
Mr. Tran Thanh Hai, Deputy Director of the Import-Export Department (Ministry of Industry and Trade), said that the construction of the draft strategy for the development of Vietnam’s logistics services for the period 2025 – 2035, with a vision to 2045 (draft strategy), aims to develop the logistics services industry synchronously, comprehensively, and commensurately with Vietnam’s economic development potential in the next phase.
Accordingly, for the period of 2025 – 2035, the draft strategy sets the following targets: the proportion of the logistics services sector’s contribution to GDP will reach 5% – 7%. The average annual growth rate of the logistics services sector will reach 12% – 15%. The outsourcing rate of logistics services will reach 70% – 80%. Logistics costs will be reduced to 12% – 15% of GDP. Vietnam’s ranking in the LPI index, as published by the World Bank, will reach 40th place or higher.

By 2045, the contribution of the logistics services sector to GDP is expected to reach 6% – 8%. The average annual growth rate of the logistics services sector will be 10% – 12%. The outsourcing rate of logistics services will reach 80% – 90%. Logistics costs will be reduced to 10% – 12% of GDP.
Vietnam’s ranking in the World Bank’s LPI index will be 30th or higher. 100% of logistics services companies will adopt digital transformation solutions. All transport vehicles will use green energy. 90% of workers in the logistics services sector will be trained in technical expertise, with 50% holding a university degree or higher.
Creating breakthroughs in building institutions for the development of logistics services
In the context of a recovering world economy and trade, the fourth industrial revolution, digital transformation, and the strong development of e-commerce, Vietnam’s deep integration into the world economy presents opportunities for the development of logistics services. Therefore, for the period up to 2035, with a vision to 2045, the draft strategy for the development of Vietnam’s logistics services follows six general orientations:
First, create breakthroughs in building legal institutions, improving the investment and business environment, and encouraging economic sectors to participate in the development of logistics services.
Second, promote investment in infrastructure construction towards synchronization and modernity as a foundation for the development of Vietnam’s logistics services.
Third, develop the logistics market, enhance the competitiveness of enterprises, promote linkages between economic regions, economic corridors, and international regions to ensure sustainable growth, while improving the quality and greening logistics activities based on digital technology.
Fourth, promote research, apply scientific and technological achievements, innovation, digital transformation, and green transformation in the field of logistics services, improve the efficiency of production activities with commerce, import and export, and domestic and international circulation.
Fifth, develop a high-quality logistics human resources system to enhance the efficiency and quality of logistics services.
Sixth, enhance the role of associations and pioneer enterprises in the field of logistics services, promote the formation of modern supply chains, and develop diverse value-added logistics services to meet domestic and international demands, positioning Vietnam as a global transshipment and distribution center.
To achieve these goals, the draft strategy also sets out specific tasks and solutions. These include creating breakthroughs in building legal institutions, improving the investment and business environment, encouraging economic sectors to participate in logistics services development, promoting international integration, strengthening state management, and improving the efficiency and effectiveness of law enforcement in the field of logistics services in accordance with market principles, appropriate to the country’s economic development level, and in line with international practices and laws.
Promoting investment in the development of a synchronous and modern logistics infrastructure system, focusing on transport infrastructure, commercial infrastructure, and digital infrastructure, ensuring that it meets the socio-economic development requirements of each locality, region, and the whole country in each development phase, thereby fostering the growth of Vietnam’s logistics services.
Developing the logistics market, promoting regional and international linkages, enhancing the competitiveness of logistics services enterprises, and improving the quality of logistics services.
Promoting research and the application of scientific and technological achievements, innovation, digital transformation, and green transformation in the field of logistics services, improving the efficiency of production activities in conjunction with commerce, import and export, and domestic and international circulation. Training and developing a high-quality logistics human resources system.
Enhancing the role of logistics associations in the field of logistics services, promoting the formation of modern supply chains, and developing diverse value-added logistics services to meet domestic and international demands.
Strengthening information and propaganda work to raise awareness, create determination to implement logistics development solutions synchronously at both the central and local levels, and provide information on forecasting domestic and international logistics market trends to support enterprises in adapting to the market in a timely manner.
Lack of regional linkage
Speaking at the meeting, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan stated that it is necessary to further elaborate on the integration of logistics with national planning, regional planning, local planning, and local specialized planning, as well as the linkage between localities and regions, and between regions and the nation, as these aspects have not been clearly addressed in the draft.
Compared to international competitors, foreign enterprises currently hold a large market share in the logistics sector. Therefore, it is essential to consider how to enhance the competitiveness of domestic enterprises to enable them to capture this market share and elevate the position of Vietnam’s logistics industry in its home market.
Additionally, it is crucial to emphasize the role of associations in connecting enterprises, promoting green and sustainable logistics, addressing high-quality human resource training for the logistics sector, developing cargo sources, and establishing logistics centers that can foster linkages and create a driving force for propagation.
“After this meeting, the Ministry will consolidate and continue to seek opinions from ministries, sectors, localities, associations, and enterprises. We will also thoroughly compile explanations, feedback, and make adjustments to the draft strategy, the draft submission to the Government, and the draft decision on the approval of the strategy based on the contributed opinions,” said Deputy Minister Nguyen Sinh Nhat Tan.
