The upcoming comprehensive reform of the salary policy, in line with Resolution 27-NQ/TW of 2018, is set to be implemented from July 1, 2024.
A notable aspect of this salary reform for civil servants, especially those in the education and healthcare sectors, is that their salaries will be higher compared to their counterparts in other sectors. This is because the salary reform is linked to resolutions on comprehensively developing education and training, as well as healthcare.
Therefore, during the salary reform process, the Ministry of Home Affairs will coordinate with the Ministry of Education and Training and the Ministry of Health to request support from the competent authorities to ensure that the salaries (including allowances) of civil servants in education and healthcare are increased commensurate with their roles and positions. This will maintain parity with the salary levels of other public officials while also expressing preferential treatment for these two sectors.
Additionally, Resolution 104/2023/QH15 clearly states that from July 1, 2024, a comprehensive reform of the salary policy will be implemented in line with Resolution 27-NQ/TW. This will involve adjusting pension rates, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, and some social security policies linked to the basic salary. This means that pension rates will also increase simultaneously with the salary reform.
Currently, the calculation of pension rates for retirees who participated in compulsory social insurance is based on the formula stipulated in Article 7 of Decree No. 115/2015/NĐ-CP:
Pension rate per month = Percentage of monthly pension entitlement x Average monthly salary insured for social insurance
It is evident that when salaries increase, the average monthly salary insured for social insurance also rises. The salary adjustments for civil servants in education and healthcare will be the highest compared to the general level. Consequently, the average monthly social insurance salary of retired civil servants in these two sectors will be higher, and they will benefit from the highest pension increases.
