Deputy Prime Minister Tran Luu Quang has signed disciplinary decisions by the Prime Minister regarding two former deputy ministers of Labor, Invalids, and Social Affairs.

Disciplinary Action Taken Against Two Former Deputy Ministers

Specifically, Decision No. 446/QD-TTg, dated May 23, 2024, imposes a disciplinary measure in the form of a warning against Mr. Huynh Van Ti, former Deputy Minister of Labor, Invalids, and Social Affairs (April 2015 to November 2016), for violations and shortcomings in his work. The Central Politburo had previously disciplined him as a party member.

Decision No. 447/QD-TTg, also dated May 23, 2024, imposes the same disciplinary measure against Mr. Nguyen Ngoc Phi, former Deputy Minister of Labor, Invalids, and Social Affairs (2011 to October 2014), for similar reasons. The Central Inspection Committee had previously taken disciplinary action against him as well.

The Central Politburo decided to discipline Mr. Huynh Van Ti with a warning, and the Central Inspection Committee issued a warning to Mr. Nguyen Ngoc Phi.

At the 37th session, following the direction of the Central Steering Committee for Corruption and Negative Phenomenon Prevention and Control, the Central Inspection Committee considered the results of the inspection for signs of violation by the Party Committee of the Ministry of Labor, Invalids, and Social Affairs. They found violations of democratic centralism and working regulations.

The Party Committee of the Ministry of Labor, Invalids, and Social Affairs was also deemed irresponsible and negligent in their leadership and direction, allowing the Ministry and several organizations and individuals to seriously violate party regulations and state laws in their advisory work and implementation of policies in the field of vocational training.

According to the Central Inspection Committee, these violations have impacted the implementation of the vocational training development strategy, causing severe and challenging-to-rectify consequences. They have also led to a high risk of significant financial loss and waste of state assets and human resources, causing public dissatisfaction and negatively affecting the prestige of the party and state management agencies.

The Central Inspection Committee attributed responsibility for these violations to the Party Committee of the Ministry of Labor, Invalids, and Social Affairs in the 2011-2016 and 2016-2021 tenures, including former Party Committee members and Deputy Ministers Nguyen Ngoc Phi and Huynh Van Ti.

The Central Inspection Committee issued a warning to Mr. Nguyen Ngoc Phi, former member of the Party Committee and Deputy Minister of Labor, Invalids, and Social Affairs.

Simultaneously, the Central Inspection Committee has proposed that the Politburo and the Central Secretariat consider disciplining the Party Committee of the Ministry of Labor, Invalids, and Social Affairs in the 2011-2016 and 2016-2021 tenures. They have also proposed disciplining several leaders and former leaders of the Ministry, including Mr. Huynh Van Ti, former member of the Central Party Committee, member of the Party Committee, and Deputy Minister of Labor, Invalids, and Social Affairs.

On April 19, 2024, at the Central Party Headquarters, the Politburo and the Central Secretariat considered and decided to discipline the Party Committee of the Ministry of Labor, Invalids, and Social Affairs and related individuals. The Politburo decided to issue a warning to Mr. Huynh Van Ti.
