Prosecutors File Charges in the Shocking Phu Quoc Ponzi Scheme Collapse

On May 28, the Investigation Police Agency of Kien Giang Province informed that they had initiated a criminal case regarding the accusation of fraud against property appropriation by Pham Huynh Tuyet Phuong (born in 1977, residing in Duong Dong Ward, Phu Quoc City, Kien Giang Province) in the form of playing “hui” (a form of rotating savings and credit association).

On December 29, 2023, a crowd gathered at K.H. Hotel, demanding that Pham Huynh Tuyet Phuong resolve the “hui” debt.

The decision to initiate a criminal case for “Fraudulent Appropriation of Property” was made by Major Trang Minh Tai, Deputy Chief of the Investigation Police Agency of Kien Giang Province, on May 4, 2024.

As previously informed, in January 2021, Pham Huynh Tuyet Phuong was appointed Deputy Director of K.H. Hotel and was entrusted with managing the hotel’s business activities.

In April 2021, this female “tycoon” started multiple large “hui” chains, attracting the participation of many well-known business owners in Phu Quoc.

From April 2021 to June 2022, Phuong managed 12 “hui” chains, including 1 chain with a value of 30 million VND/month, 7 chains with 50 million VND/month, 3 chains with 100 million VND/month, and 1 chain with 200 million VND/month.

Around March 2023, Phuong suddenly announced the termination of all “hui” chains, causing significant disruption to many participants. At that point, her preliminary “hui” debt to the members was estimated to be over 100 billion VND, excluding other debts worth hundreds of billions of VND.

Strangely, right after Phuong’s “hui” collapse, on April 20, 2023, the business registration certificate of K.H. Hotel was surprisingly changed for the 11th time, and her name was no longer listed as a member of the company.

On December 29, 2023, dozens of people gathered at the family hotel of Pham Huynh Tuyet Phuong in Duong Dong Ward, Phu Quoc City, with banners and loudspeakers, demanding that she and her husband resolve the “hui” debt.

Upon receiving the report, the local police force arrived to disperse the crowd to maintain local order. Subsequently, the police invited the involved parties to establish a record of the incident.

At the meeting with the Duong Dong Ward police and related parties, Mr. B.A.V. – General Manager of K.H. Hotel and Phuong’s husband – acknowledged his awareness of his wife’s “hui” debts and stated that the family had proposed a resolution.

However, as Phuong and her husband failed to present a concrete debt repayment plan, many people filed criminal charges against her to the competent authorities.
