At the talks, General Secretary Nguyen Phu Trong warmly welcomed President Vladimir Putin on behalf of the Party, State, and people of Vietnam. The General Secretary expressed gratitude for the sentiment and support that President Putin has consistently shown towards the people of Vietnam and the Vietnam-Russia relationship. Together, they established a strategic partnership, followed by a comprehensive strategic partnership, with President Putin making invaluable contributions and offering support for the development of the traditional friendship and comprehensive strategic partnership between the two nations.

General Secretary Trong highly appreciated President Putin’s fifth visit to Vietnam, which coincided with the 30th anniversary of the signing of the Treaty on the Basic Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation (1994-2024) and towards the 75th anniversary of the establishment of diplomatic relations (1950-2025).

General Secretary Nguyen Phu Trong congratulated President Vladimir Putin on his re-election, reflecting the confidence of the Russian people in President Putin’s leadership, ensuring political and social stability, maintaining economic development, and executing Russia’s foreign policy.

Regarding Vietnam’s situation, General Secretary Trong emphasized that the 13th National Congress of the Communist Party of Vietnam affirmed that the country has never had such a solid foundation, potential, stature, and international prestige as it does today. He discussed the comprehensive and outstanding results of nearly 40 years of renewal, including almost 15 years of implementing the Platform (supplemented and developed in 2011) for national construction during the transition period to socialism, building upon the years of struggle by the Vietnamese people.

Moving forward, Vietnam is committed to building on its achievements, overcoming limitations and challenges, and realizing the goals and orientations set by the 13th Party Congress. These goals include Vietnam becoming a developing country with modern industry and upper-middle income by 2030 (marking the 100th anniversary of the Party’s founding) and a developed, high-income country by 2045 (marking the 100th anniversary of the country’s founding).

General Secretary Nguyen Phu Trong affirmed that Vietnam has always valued the precious support and assistance of the Soviet Union, including the former Russia and the current Russian Federation, in its struggle for independence, two resistance wars, national unification, and subsequent national construction and defense.

Vietnam attaches great importance to its traditional comprehensive strategic partnership with Russia, considering it a top priority in its foreign policy. Vietnam supports Russia’s positive contributions to the common work of the international community and its policy towards East Asia. Vietnam is also confident that a peaceful, independent, and prosperous Vietnam with increasing prestige and stature is in the long-term interests of Russia in the Asia-Pacific region and the world.

General Secretary Nguyen Phu Trong emphasized that the world situation is undergoing rapid and complex changes towards a multipolar, multi-centered world, requiring countries to pursue peaceful, equal, and cooperative development policies. He added that the international community needs to enhance dialogue and bilateral and multilateral cooperation, with the United Nations at the center, to promote socio-economic development and address traditional and non-traditional security challenges.

Vietnam hopes that President Vladimir Putin and the Russian Federation will continue to pay attention and strongly support the maintenance of peace, stability, security, safety, and freedom of navigation and aviation, as well as the legitimate rights and interests of Vietnam. This includes resolving disputes in the South China Sea by peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and fully and effectively implementing the Declaration on the Conduct of Parties in the South China Sea (DOC) and soon reaching an effective and substantive Code of Conduct in the South China Sea (COC).

Regarding the situation in Ukraine, General Secretary Nguyen Phu Trong emphasized that Vietnam hopes for an early dialogue, cessation of war, and resumption of negotiations to reach a peaceful solution based on international law, ensuring the legitimate interests of the parties involved. Vietnam is ready to actively contribute to promoting dialogue and negotiation in this direction.

General Secretary Nguyen Phu Trong exchanged views with President Vladimir Putin on implementing an independent, self-reliant foreign policy, diversifying and multilateralizing international relations, and consolidating relations with neighboring countries. Vietnam is also committed to deepening cooperative relations with strategic partners, comprehensive partners, and other important partners. Vietnam consistently pursues a national defense policy of “four nos.”

President Vladimir Putin expressed his delight in visiting Vietnam and meeting General Secretary Nguyen Phu Trong, emphasizing that Vietnam is a trusted friend and partner of the Russian Federation. He added that the relationship between the two countries has stood the test of time and that developing a comprehensive strategic partnership with Vietnam is a priority in Russia’s foreign policy in the Asia-Pacific region. President Putin believes that this visit will create a new impetus for the relationship between the two countries.

Regarding the South China Sea issue, President Putin supported the peaceful resolution of disputes based on international law. President Putin also mentioned Russia’s position on the conflict in Ukraine.

The two leaders expressed their delight that the Vietnam-Russia relationship has continued to develop positively in recent times. This is evident in the beautiful political-diplomatic relationship, sustained economic-trade cooperation, strengthened defense-security collaboration, promoted cooperation in other fields, and increasingly effective social organization relations and people-to-people exchanges.

Building on these achievements, the two leaders had in-depth exchanges and agreed on major orientations and measures to create a driving force for bilateral cooperation across various fields, making it more substantive, effective, and practical for the benefit of the people of the two countries and for peace, stability in the region and the world.

President Vladimir Putin expressed his agreement with the cooperation orientations proposed by General Secretary Nguyen Phu Trong. The two sides agreed to continue enhancing mutual understanding and trust, promoting visits and exchanges at all levels through Party, State, and National Assembly channels. They also agreed to actively develop economic-trade and investment cooperation, promote collaboration in science and technology, and strengthen defense-security cooperation. They will work together to address difficulties and existing issues in accordance with international law and the specific conditions of each country.

In the field of energy and oil and gas, the two sides agreed to create favorable conditions for businesses to effectively implement existing projects and expand investment projects with the participation of the two countries’ national oil and gas companies.

The two leaders also agreed to promote cooperation in other important fields, such as agriculture, education and training, culture, tourism, people-to-people exchanges, and local cooperation. They highly appreciated the important contributions of the Vietnamese community in Russia, considering them an essential bridge for the relationship between the two countries.

General Secretary Nguyen Phu Trong requested that Russia continue to create favorable conditions for the Vietnamese community to live and work stably and long-term in Russia, contributing to consolidating the traditional friendship between the two countries.

On this occasion, Vietnam and the Russian Federation issued a Joint Statement on further deepening the Comprehensive Strategic Partnership between Vietnam and the Russian Federation, based on the achievements of 30 years of implementing the Treaty on the Basic Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation. The statement highly appreciated the important achievements in the relationship between the two countries, affirmed the principles, and set out orientations to promote and strengthen cooperation, develop the traditional friendship, and enhance the Comprehensive Strategic Partnership between Vietnam and the Russian Federation. This is for the long-term benefit of the two countries and for peace, security, and sustainable development in the region and the world.
