The Security Investigation Agency of Thanh Hoa Province’s Police Department is investigating and collecting evidence to prove the acts of giving and receiving bribes of the suspects.

The largest number of suspects ever prosecuted for the crime of giving and receiving bribes.

According to the Thanh Hoa Provincial Police Department, after a period of concentrated struggle, the investigative organization verified the information with signs of criminality. On January 29, 2024, the Security Investigation Agency of Thanh Hoa Province’s Police Department issued a Decision to initiate the case and prosecute 23 suspects involved in the acts of “Receiving bribes” and “Giving bribes” as stipulated in Clause 3, Article 354 and Clause 2, Article 364 of the Criminal Code.

At the same time, an arrest warrant was issued for 7 suspects involved in giving and receiving bribes, and preventive measures were applied to prevent them from leaving their places of residence for the remaining 16 suspects (the arrest warrants for the defendants have been approved by the People’s Procuracy of Thanh Hoa Province).

The corruption case is very serious.

According to documents from the Security Investigation Agency, from the end of 2020 to the end of 2022, there have been many fluctuations in land issues in Sam Son City due to land clearance and resettlement for the Sam Son Beach Square project of SunGroup Corporation…

Exploiting the need for splitting land, transferring ownership, requesting new issuance, renewal, change of ownership, and land fluctuations of the people, while the people’s awareness of land laws and administrative procedures is still limited, some individuals have colluded with certain officials working in authorized state agencies such as the Land Registration Office, the Department of Natural Resources and Environment, the Ward’s Land and Construction Department, the Tax Office, acting as intermediaries, receiving files, documents, registering land fluctuations for the people, and receiving a certain amount of money ranging from a few million to tens of millions of dong to issue land use certificates.

To benefit personally, these individuals, after receiving the files and money from the people, have connected and given the money to officials of the Land Registration Office that they have known beforehand (either directly, placing it in the files, or transferring it) to complete the paperwork.

In addition to the fees for the officials of the Land Registration Office, the individuals also had to pay fees to the tax office, the local land and construction department, the one-stop unit, the officials of the Department of Natural Resources and Environment, depending on the relationship, position, and role of each department, the distribution ratio varies. If the people do not pay the fees, they will face difficulties, inconvenience, prolonged time, and even multiple submissions without receiving the files, specific guidance…

These circumstances have occurred for a long time, affecting the reputation and image of Sam Son Beach City, and causing public dissatisfaction. Although the Party Committee and the City Government of Sam Son have rectified many times, these officials still intentionally violated with more clever tricks and tactics.

It is determined that this is a very serious corruption case, which has been going on for a long time, leaving very serious consequences; the defendants have committed many crimes and are related to many different units, so during the investigation, under the guidance of the Ministry of Public Security’s leaders, the Standing Committee of the Thanh Hoa Provincial Party Committee, especially the resolute and thorough guidance of the Director and Head of the Security Investigation Agency of Thanh Hoa Provincial Police Department, the Security Investigation Department of the Provincial Police cooperated closely with the specialized units, applying comprehensive and flexible professional measures, quickly investigating and collecting sufficient documentary evidence to clarify the acts of giving and receiving bribes of the suspects.

Executing arrest warrants, conducting searches of suspects involved in the acts of giving and receiving bribes at the Branch Office of Sam Son Land Registration and the Tax Office of Sam Son – Quang Xuong.

Prosecuting and arresting 7 suspects, who are officials of the Land Registration Office and the Tax Office.

Accordingly, on the morning of January 30, 2024, the Security Investigation Agency of Thanh Hoa Provincial Police Department executed arrest warrants and temporarily detained 7 suspects including:

– Nguyen Ngoc Anh, born in 1988, official of the Sam Son Land Registration Office;

– Le Hai Dang, born in 1994, official of the Sam Son Land Registration Office;

– Vu Van Quang, born in 1986, official of the Sam Son Land Registration Office;

– Cao Thi Thuy Dung, born in 1992, official of the Provincial Land Registration Office;

– Trinh Thi Hoa, born in 1983, official of the Sam Son – Quang Xuong Tax Office, Thanh Hoa.

-Le Thanh Binh, born in 1990, employee of Le Thanh Phuong Notary Office, Sam Son City, Thanh Hoa.

– Truong Thi Hong, born in 1981, official of the Quang Tho Ward Land and Construction Department, Sam Son City, Thanh Hoa.

Prosecuting and applying preventive measures for 16 other suspects including:

– Le Thi Oanh, born in 1990, official of the Sam Son Land Registration Office on charges of “Receiving bribes”;

– Trần Thị Xuân, born in 1991, official of the Sam Son Land Registration Office on charges of “Receiving bribes”;

– Phạm Thị Trang, born in 1996, official of the Sam Son Land Registration Office on charges of “Receiving bribes”;

– Cao Thi Yen, born in 1986, teacher at Quang Vinh Ward Kindergarten, Sam Son City, Thanh Hoa;

– Trần Văn Mạnh, born in 1985, official of Trung Son Ward Land and Construction Department, Sam Son City, Thanh Hoa;

-Lê Bá Thông, born in 1979, official of Quang Hung Commune Land and Construction Department, Sam Son City, Thanh Hoa;

– Ngo Thi Huong, was born in 1984, official of Quang Hung Commune Land and Construction Department, Sam Son City, Thanh Hoa.

– Hoàng Anh Trung, born in 1985, official of Quang Hung Commune Land and Construction Department, Sam Son City, Thanh Hoa.

– Dư Công Ngọc, born in 1983, official of Quang Vinh Ward Regulations, Sam Son City, Thanh Hoa;

– Van Thi Hoa, born in 1986, official of Truong Son Ward Land and Construction Department, Sam Son City, Thanh Hoa;

– Nguyen Ba Dung, born in 1991, employee of Le Thanh Phuong Notary Office;

– Nguyen Thi Thu, born in 1984, employee of Green and Clean Land Trading and Service Company;

– Tran Trong Thao, born in 1986, Chairman of the Quang Vinh Gardening Association, Sam Son Ward;

– Ngo Huu Huan, born in 1991, labor contract official of Quang Cu Ward;

– Nguyen Thi Oanh, born in 1981, and Doan Thi Ngoc, born in 1971, are self-employed.

8 suspects involved in “Receiving bribes” and 15 suspects involved in “Giving bribes”.

Preliminarily, the Security Investigation Agency of Thanh Hoa Police has identified that among the 23 defendants prosecuted, there are 8 defendants involved in the act of “Receiving bribes” and 15 defendants involved in the act of “Giving bribes”.

Regarding the 5 officials of the Sam Son Land Registration Office, including Le Hai Dang, Vu Van Quang, Le Thi Oanh, Tran Thi Xuan, and Pham Thi Trang, they have taken advantage of their positions, tasks assigned in receiving, processing, and advising the leaders of the branch to sign related land documents, agreed to receive money from individuals who need to expedite or process land documents to receive bribes over a long period and multiple times.

To expedite the documents and procedures at the request of the briber, these 5 individuals have contacted, negotiated, and transferred money to Trinh Thi Hoa, an official of the Sam Son – Quang Xuong Tax Office, and Cao Thi Thuy Dung, an official of the Provincial Land Registration Office, with a total transaction amount of over 600 million dong.

People are strongly advised not to contact, negotiate, or give money to intermediary individuals.

Currently, the Security Investigation Agency of Thanh Hoa Provincial Police Department is continuing the expanded investigation to bring these suspects to strict legal proceedings.

At the same time, people are advised that when they need to complete land registration procedures, they must strictly follow the prescribed procedures in accordance with the law; absolutely do not contact, negotiate, or give money to intermediary individuals, unrelated persons, and do not give money, fees outside the prescribed regulations to the official who receives and handles the documents.
