Unveiling the Master Plan: The Western Highlands’ Vision for 2030 and Beyond

The master plan emphasizes focused and prioritized economic development, concentrating on sectors where the region has a competitive advantage, such as agriculture, tourism, processing industries, renewable energy, and bauxite, alumin, and aluminum mining and processing.

It aims to build an advanced Central Highlands culture, rich in ethnic identity, that is unified in diversity and respectful of the unique cultural values of each ethnic group. The region’s culture is envisioned to become a driving force and foundation for its development and integration.

Ensuring national security and defense is the top priority for the Central Highlands, with water security being an urgent requirement for the region.

The plan emphasizes enhancing connectivity between the Central Highlands and the Southeast region, provinces in Central and South-Central Vietnam, seaports, and major economic centers nationwide, as well as with countries in the Mekong Subregion and the Cambodia-Laos-Vietnam Development Triangle.

By 2030, the master plan sets the goal of fundamentally forming critical transportation infrastructure in the Central Highlands, resolving land issues for production and housing for ethnic minority people, and striving to lift the region above the lower-middle-income level.

It targets an average growth rate of 7-7.5% in the region’s gross regional domestic product (GRDP) during the 2021-2030 period, with a per capita GRDP of VND 130 million (equivalent to USD 5,000) by 2030.

The plan identifies four key areas for breakthrough development: enhancing the region’s competitiveness, formulating and implementing regional development policies, developing human resources, and building regional infrastructure.

The Central Highlands is a strategically crucial region for Vietnam in terms of politics, economics, culture, society, national defense, and security. It is often referred to as the “Western Rampart of the Fatherland” and the “Roof of Indochina.” It is home to nearly six million people from all 54 ethnic groups of the country and is part of the Vietnam-Laos-Cambodia Development Triangle.
