The Elusive Ex-Deputy Director: Unraveling the Story of the Female Fugitive from DongA Bank

On June 25, the Ministry of Public Security of Vietnam announced that the C03 Bureau, which specializes in investigating corruption, economic crimes, and smuggling, is probing a case involving violations of banking regulations and related activities at Dong A Commercial Joint Stock Bank (DAB), M&C Joint Stock Company, and associated entities.

The investigation was officially launched on April 1, 2024, and the Supreme People’s Procuracy (Vụ 3) has approved the prosecution of Chau Thi An Binh, the former deputy director of Dong A Bank’s Product and Service Department, for her involvement in the case. However, attempts to serve legal documents to Binh have been unsuccessful as she is currently a fugitive, with her whereabouts unknown.

On June 24, in accordance with Article 231, Clause 1 of the 2015 Criminal Procedure Code, the Ministry of Public Security issued a wanted notice for Chau Thi An Binh.

The Ministry of Public Security requests that any organizations, individuals, or entities with relevant information contact Investigator Luu Xuan Hai (phone: 0983811805) at Room 2, C03 Bureau, located at 47 Pham Van Dong, Mai Dich, Cau Giay, Hanoi. The ministry also encourages the suspect to surrender and cooperate with the authorities, guaranteeing leniency and the right to self-defense and legal representation as per Articles 16 and 60 of the 2015 Criminal Procedure Code.
