On July 2, within the framework of his official visit to South Korea, Prime Minister Pham Minh Chinh met with President Yoon Suk Yeol.
President Yoon affirmed that Prime Minister Chinh’s visit would significantly contribute to the effective implementation of the Action Plan for the Comprehensive Strategic Partnership, which was upgraded in December 2022.
The President emphasized that South Korea considers Vietnam a top priority partner in its regional policy, including the Indo-Pacific Strategy and the Korea-ASEAN Solidarity Initiative.

Conveying warm regards from General Secretary Nguyen Phu Trong, President To Lam, and other Vietnamese leaders, Prime Minister Chinh commended President Yoon’s resolute leadership in steering South Korea’s impressive economic recovery and his people-centric policy initiatives.
The Prime Minister affirmed Vietnam’s support for South Korea’s key policies and its readiness to closely coordinate for mutual success, benefiting their people and contributing to peace, stability, cooperation, and development in the region and the world.
The Vietnamese leader informed President Yoon about the significant outcomes of his talks with his South Korean counterpart, including their shared orientations to deepen the Comprehensive Strategic Partnership and the rapid and substantive progress in bilateral cooperation.
Prime Minister Chinh suggested maintaining and enhancing high-level and all-level delegation exchanges and regularly implementing existing cooperation mechanisms in foreign affairs, defense, and security, commensurate with the Comprehensive Strategic Partnership.
South Korea to Support Vietnam in Developing Cultural Industry
The two leaders agreed to closely cooperate in advancing economic ties in depth and substance, thus contributing to achieving the bilateral trade target of $100 billion by 2025 and $150 billion by 2030.
In this spirit, Prime Minister Chinh proposed that the two sides encourage South Korean businesses to increase investment in semiconductors, digital transformation, green transition, and biotechnology.
He also suggested that the South Korean government boost investment in high-tech, high value-added projects and cooperate in training human resources in semiconductors, hydrogen, and artificial intelligence (AI).
Additionally, the Vietnamese leader requested support through the $2 billion Economic Development Cooperation Fund (EDCF) with relaxed lending conditions and the $2 billion Economic Development Partnership Fund (EDPF) for strategic infrastructure development, such as high-speed railways.

President Yoon noted that South Korean businesses view Vietnam as a highly potential investment destination, and their investments in Vietnam have created a favorable ecosystem.
Requesting Vietnam’s support for South Korean enterprises to participate in key projects, including those in energy and liquefied natural gas (LNG), President Yoon affirmed support for human resources training in Vietnam to serve the development of the semiconductor and high-tech industries and for Vietnam’s cultural industry development.
President Yoon mentioned that Vietnam was the first country to sign a climate change partnership agreement with South Korea. He affirmed support for Vietnam’s successful organization of the P4G Summit in 2025.
The two sides agreed to expand cooperation in culture, education, tourism, local relations, and people-to-people exchanges, fostering mutual understanding and affinity. They also agreed to closely cooperate in protecting the legitimate rights and interests of each other’s citizens in their respective countries, helping them stabilize their lives and feel secure, and paying attention to supporting Vietnamese-Korean multicultural families.
The two leaders agreed to continue close cooperation and mutual support in international and regional forums of shared concern.

The Provincial Security Investigation Agency (PSIA) of Thanh Hoa province announced on January 31st that it has made the decision to initiate a prosecution against 23 individuals in connection with the offenses of “Accepting bribes” and “Giving bribes” as stipulated in Article 354(3) and Article 364(2) of the Criminal Code.

The Thanh Hoa Police Investigative Agency has initiated legal proceedings against 23 individuals involved in the crimes of “Bribery” and “Receiving bribes”. This is the largest bribery case in terms of the number of suspects ever discovered and apprehended by the Thanh Hoa Police.
