In the afternoon of July 2, as part of his official visit to South Korea, Prime Minister Pham Minh Chinh met with President Yoon Suk Yeol.

President Yoon Suk Yeol expressed his pleasure in meeting Prime Minister Pham Minh Chinh again and warmly welcomed the official visit of Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation to South Korea.

He affirmed the importance of the Prime Minister’s visit in promoting the effective implementation of the Action Plan for the Comprehensive Strategic Partnership, which was upgraded in December 2022. He also emphasized that South Korea considers Vietnam a top priority partner in its regional policies, including the Indo-Pacific Strategy and the Korea-ASEAN Solidarity Initiative.

Prime Minister Pham Minh Chinh conveyed cordial greetings from General Secretary Nguyen Phu Trong, President To Lam, and other Vietnamese leaders to President Yoon Suk Yeol. The Prime Minister expressed his happiness in visiting South Korea officially for the first time as the Prime Minister; he also thanked the sincere, respectful, and thoughtful reception that the Korean leaders and people had given to the delegation.

The Prime Minister congratulated South Korea on its achievements and important milestones under the leadership of President Yoon Suk Yeol, demonstrating the country’s vision as a “Global Pivotal State”. He highly appreciated the President’s determined efforts in leading the Korean economy towards impressive growth while continuously introducing policies for the welfare of the Korean people.

Prime Minister Pham Minh Chinh affirmed Vietnam’s support for South Korea’s major policies and its readiness to coordinate closely for the success of both countries, benefiting their people and contributing to maintaining peace, stability, cooperation, and development in the region and the world.

Prime Minister Pham Minh Chinh informed President Yoon Suk Yeol about the important outcomes of their talks, including the major orientations to deepen the Comprehensive Strategic Partnership and make it more substantive and effective in the coming time. He also mentioned the rapid and substantial progress in Vietnam-South Korea cooperation.

The Prime Minister suggested maintaining and increasing high-level and all-level delegation exchanges and regularly implementing existing cooperation mechanisms in diplomacy, defense, and security, in line with the Comprehensive Strategic Partnership.

The leaders agreed to closely cooperate to deepen economic relations, aiming for a trade value of 100 billion USD by 2025 and 150 billion USD by 2030.

In that spirit, Prime Minister Pham Minh Chinh proposed that the two countries encourage Korean businesses to invest in semiconductors, digital transformation, green transition, and biotechnology. He also suggested promoting government investment in high-tech, high-added-value projects and cooperating in training human resources in semiconductors, hydrogen, and artificial intelligence (AI). He requested promoting loans through the Economic Development Cooperation Fund (EDPF) of 2 billion USD and unconditional loans through the Economic Development Cooperation Fund for Infrastructure (EDCF) of 2 billion USD for strategic infrastructure development, such as high-speed railways.

President Yoon Suk Yeol shared that Korean businesses consider Vietnam a potential investment destination, and many Korean investors in Vietnam have created a favorable ecosystem.

The President requested creating favorable conditions for Korean businesses to participate in Vietnam’s key projects, including those in energy and liquefied natural gas (LNG).

President Yoon Suk Yeol affirmed support for human resources training in Vietnam to serve the development of the semiconductor and high-tech industries and for the development of Vietnam’s cultural industry.

The President noted that Vietnam was the first country to sign a climate change agreement with South Korea and affirmed support for Vietnam in successfully organizing the P4G Summit in April 2025.

The two leaders agreed to expand cooperation in culture, education, tourism, local cooperation, and people-to-people exchanges to strengthen the bond and understanding between the people of the two countries. They also agreed to closely cooperate to protect the legitimate rights and interests of each other’s citizens, help them stabilize their lives, and pay attention to supporting Vietnamese-Korean multicultural families.

Prime Minister Pham Minh Chinh and President Yoon Suk Yeol agreed to continue close cooperation and mutual support in international and regional forums of shared concern. They also agreed to strengthen cooperation within ASEAN frameworks, such as ASEAN-Korea and Mekong-Korea.

President Yoon Suk Yeol appreciated Vietnam’s excellent role as a coordinator of ASEAN-Korea relations and requested continued support for upgrading the relationship to a Comprehensive Strategic Partnership. He welcomed Vietnam’s and ASEAN’s position on the East Sea issue, contributing to maintaining peace, stability, and development in the region.
