On July 5th, the 16th meeting of the Can Tho City People’s Council for the 2021 – 2026 term continued with the question-and-answer session.

Delegate Huynh Thanh Phuong questioned the director of the Department of Natural Resources and Environment about the slow land retrieval process for projects, which has led to suboptimal exploitation of land resources.

Mr. Do Thanh Thao, Director of the Department of Natural Resources and Environment, acknowledged the issue and informed that they have been actively coordinating with other departments to advise the City People’s Committee on handling land retrieval for delayed projects. He admitted that there are indeed projects that are slow to utilize land, and as a result, they have inspected and reviewed them, retrieving three projects with a total area of about 22ha so far.

The retrieved projects include: the Water Park project in Cai Khe Ward, Ninh Kieu District, with an area of about 4.5ha; the Solid Waste Treatment project in Phuoc Thoi Ward, O Mon District, with an area of over 6ha; and the Rice Wholesale Market project in Thoi Thuan Ward, Thot Not District.

According to Mr. Thao, these projects have been retrieved, and the department has advised the City People’s Committee to hand them over to the City Development Fund Center for planning, auctioning, and efficient land use, thereby increasing budget revenue.

Mr. Thao also shared that the Department of Natural Resources and Environment has been working with the Department of Planning and Investment and other departments to review and retrieve five projects due to the investors’ ineffective implementation. He acknowledged that the process of retrieval and handling of these projects has not been well-coordinated, and even overlapped, leading to delays.

Third working day of the 16th meeting of the Can Tho City People’s Council

“The delay in retrieval is due to various reasons, including the need for a comprehensive legal basis, which takes time. There are also subjective factors and the capacity of the investors themselves,” said Mr. Thao, acknowledging his responsibility as the director of the department and committing to taking action to improve the situation.

To address the issue, Mr. Thao shared that the City People’s Committee has directed the Department of Natural Resources and Environment and other relevant departments to continue reviewing and providing support to businesses within the framework of the law. At the same time, they will firmly retrieve projects that fail to progress as scheduled.
