The Lam Dong Province’s Department of Construction has issued a document to the Department of Planning and Investment, providing feedback on coordinating a response to the Ministry of Planning and Investment regarding the adjustment of the Upgrading and Restoring the Landscape of Than Tho Lake Tourist Area project.

According to the Department, an area spanning approximately 39 hectares has been allocated to Thuy Duong Co., Ltd. (referred to as the Company) for implementing an investment project as per the detailed planning approved by the People’s Committee of Da Lat City in Decision No. 3151 dated October 20, 2023.
However, the Company’s proposal for adjusting the project lacks clarity on the construction investment scale within the 39-hectare area. Therefore, the Department requests the Company to supplement the construction investment scale of the project as per the approved detailed planning design.
Regarding the height index, the Department of Construction points out that certain items with a height of three stories are inconsistent with the detailed planning. The Company needs to add height management indicators for the “symbolic works” item.
For the area of approximately 79 hectares (not yet allocated), the Department of Construction believes there is insufficient basis for assessing suitability as there is no approved detailed planning available.
Concerning the Company’s request to adjust the total investment from over VND 29 billion to over VND 4,540 billion, the Department of Construction states that the method for preliminarily determining the total investment of the works based on provisional unit prices provided by the unit is inconsistent with the cost management regulations stipulated in the Government’s Decree No. 10 dated February 9, 2021.

For the area of approximately 79 hectares, the Department suggests refraining from mentioning the formation of an “international and regional-level tourist area” as it is not aligned with the master plan. Instead, the Company should use terminology consistent with the intended function of a “resort and relaxation” area rather than “urban relaxation works.”
Regarding technical infrastructure, the Department of Construction emphasizes that as the project is located in the upper reaches of Than Tho Lake, pollution prevention measures are crucial, and no pollutant discharge activities are permitted. The wastewater collection solution must comply with environmental protection regulations, ensuring no leakage into the environment, especially into the lake’s water source.
The Company is advised to consider arranging settling ponds to collect surface water, enabling proactive water regulation when necessary and protecting the environment. Additionally, they should supplement the assessment of environmental protection and fire safety measures.
