Re-establishing Land Order in Phu Quoc

Mr. Le Quoc Anh, Secretary of the Phu Quoc Party Committee, shared that the city is facing challenges in re-establishing construction and land order, especially in the land sector, despite the efforts and determination of the secretaries and chairmen to address violations.

“However, if we demolish one illegally built house, ten more will pop up. As a result, the cumulative number of violations over one or two terms has become challenging to handle, and it will take more than a day or two to restore construction and land order,” said Mr. Quoc Anh. He added that, with Resolution 02 on construction order and Directive 03 on protecting forest land, several changes need to be made.

According to Mr. Quoc Anh, changes must start with the Party Executive Committee and the Standing Committee of the Phu Quoc Party Committee. Upon discovering violations, they must take immediate coercive measures. In other words, as soon as a violation is identified, the violator must be forced to demolish or relocate the structure from state-owned or forest land. Coercion must be applied from the very first brick and pillar.

Along with propaganda and mobilization measures to prevent violations and change people’s perceptions, the city also needs the coordination and involvement of judicial agencies to verify and handle violations.

The Secretary of Phu Quoc also proposed that the Kien Giang Party Committee issue a resolution to review all forest allocation contracts in the province, including Phu Quoc. This issue has been complex for many years, and if any irregularities are found during the review, they should be addressed promptly to prevent further complications.

According to the government’s policy, land-use certificates will soon be granted for the first time to all localities, including Phu Quoc. Mr. Quoc Anh noted that the first-time certification process would be challenging regarding land origin verification.

“Some people have approached me, and some have even asked central authorities to call me about 14 hectares of land that their ancestors cleared. I told them that if it is legal and truly cleared by their ancestors, I agree. But if there is any violation of the law, I will transfer the case to the investigating agency. When I said that, the person withdrew the application and left,” Mr. Quoc Anh shared.

Regarding the first-time issuance of land-use certificates, Phu Quoc must be meticulous to avoid losing officials, assets, and the trust of the people.

Overcoming Limitations and Shortcomings

Speaking at the conference, Mr. Mai Van Huynh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, acknowledged the achievements but also pointed out the limitations and shortcomings that need to be overcome.

These include insufficient aquatic production and disbursement of public investment capital, high number of fishing vessels violating IUU regulations, slow progress in building new-style rural communes, and a decline in the Provincial Competitiveness Index. Although there has been progress in the procurement of medicines, medical equipment, and supplies, there is still a shortage of medicines in certain areas.

Mr. Mai Van Huynh emphasized that there are many important tasks for the remainder of 2024. Therefore, the Provincial Party Executive Committee, departments, and localities need to foster a higher sense of unity and determination in their actions to ensure the successful completion of the set targets and tasks.

“In the last six months of the year, I propose that all levels and sectors, especially the members of the Provincial Party Executive Committee, strengthen their unity and heighten their sense of responsibility. They should thoroughly grasp the guidelines and resolutions of the Central Committee and the Provincial Party Committee and resolutely fulfill their assigned tasks. Let’s strive to accomplish the targets and tasks for 2024 and contribute to the successful realization of the resolutions of the 11th Congress of the Provincial Party Committee,” Mr. Huynh emphasized.

In the first half of 2024, most of the province’s tasks were basically guaranteed, with 18 out of 20 targets being achieved at a rate of 50% or higher. Notably, the provincial economy grew by more than 6.8%, exceeding the resolution target by 0.14% (the resolution set a target of 6.7%).
