The Ministry of Information and Communications recently organized a state management conference for June 2024. Speaking at the conference, Minister Nguyen Manh Hung emphasized that all units under the Ministry of Information and Communications must develop virtual assistants, meaning that out of 34 units, there should be 34 virtual assistants to build a knowledge system for their respective units.

Virtual assistants help transform the knowledge system of the civil service, changing the entire working method of an organization and making the entire Vietnamese civil service smarter. This is also the main task of the Ministry of Information and Communications.

The Minister suggested that promoting the use of virtual assistants to support work is a legacy for the next generations of the unit, so unit leaders must take the initiative to use them. Leaders of the units must actually get their hands on it because, to be useful, a virtual assistant must be able to answer 90% of questions.

At the conference, the Minister, along with the leaders of several units, such as the Press Department, the Department of Telecommunications, the Radio and Television and Electronic Information Department, and the Postal Department, inspected the virtual assistant systems of these units.

In parallel with virtual assistants, the Minister also requested the Deputy Ministers and the Office of the Ministry to use the management software system to further promote the digital transformation of the Ministry.

Regarding the state management fields of the Ministry, the Minister directed that the postal sector needs to measure quality on a quarterly basis to create competition and promote the development of postal enterprises, providing better quality services.

In the field of telecommunications, the Minister directed that the handling of junk SIM cards must be taken seriously to put an end to the situation of people being scammed through junk SIM cards and spam calls. If the head of the enterprise continues to allow the existence of junk SIM cards, disciplinary action may be considered.

Regarding radio frequency, the Minister announced that there will soon be another auction for the right to use radio frequency for the 3800-3900 MHz band (C3 band). The Minister requested that the functional units perform well and ensure compliance with regulations to develop the 5G market.

To promote the improvement of internet access services, the Minister suggested increasing the duration of Speed tests to check internet access speed. For mobile service quality, the measurement time should be longer than usual, allowing for the testing of actual internet access speed and quality to the network operator, fostering competition and helping people choose the right service provider.

From September 15, 2024, 2G signals will be turned off as per regulations. The Minister directed the Telecommunications Department and network operators to have a plan to support people to ensure the progress of turning off 2G signals through communication, promotions, and encouragement for people to use smartphones.

Regarding network security, the Minister emphasized that instead of just defending, the strategy must now focus on quick recovery, and two-factor authentication must be used with OTP and apps to ensure the safety of the system.

In the field of ICT industry, the Minister directed the Department of Information Technology and Communications Industry to focus on two major tasks: the Strategy for the Development of the Semiconductor Industry and the Law on Digital Technology Industry.

Regarding digital transformation, the Minister requested to organize a conference to review the results in July 2024 and, at the same time, announce the successful model of a province in implementing public services so that it can be widely propagated and used as a model for other localities.

As 2024 is a pivotal year for the development of the digital economy, the Minister assigned the Department of Digital Economy and Digital Society to research and issue guidelines for the development of the digital economy for ministries, sectors, and localities.

In the field of journalism and publishing, the Minister requested the Press Department, the Department of Publishing, Printing, and Distribution to focus on completing the project of key press agencies, as well as publishing books by the General Secretary, and focus on producing short books.

Concluding the conference, the Minister emphasized that important tasks must be focused on for implementation and completion, but they must be of good quality and yield results. At the same time, focus should be given to completing virtual assistants to support officials and civil servants in their work.

Information and Communications Industry Development Figures for the First 6 Months of 2024:

– Estimated revenue reached VND 2,030,729 billion, up 24.5% over the same period in 2023 and reaching 48.7% of the plan for the year (VND 4,166,517 billion).

– Estimated profit reached VND 143,501 billion, up 16% over the same period in 2023 and reaching 47.4% of the plan for the year (VND 302,670 billion).

– Estimated contribution to state budget reached VND 44,829 billion, down 4.6% over the same period in 2023 and reaching 44.1% of the plan for the year (VND 101,593 billion).

– Estimated contribution to GDP reached VND 467,048 billion, up 19.5% over the same period in 2023 and reaching 47.6% of the plan for the year (VND 981,865 billion).

– The total number of employees as of June 2024 is estimated at 1,530,719, up 1.5% over the same period in 2023.
