Police review residency at Vung Tau worker accommodation
The People’s Committee of Vung Tau city, Ba Ria – Vung Tau province, has announced the conclusion of Mr. Hoang Vu Thanh, Chairman of the People’s Committee of Vung Tau city, regarding the worker accommodation at 284 Nguyen An Ninh, Ward 7.
Specifically, the Vung Tau city People’s Committee requested that the investor, Vietnam Petroleum Services Joint Stock General Corporation (PTSC), during the time of terminating the operation of the accommodation and relocating all workers and residents from the land lot at 284 Nguyen An Ninh (according to the proposal to return the land to Ba Ria – Vung Tau province and Vung Tau city), must continue to have a plan to ensure safety, security, and order, environmental sanitation, and fire prevention and control as prescribed.
PTSC must conduct a review and provide complete dossiers and legal documents related to the management and use of the accommodation; and report in detail the plan to terminate the operation of the accommodation at 284 Nguyen An Ninh to the People’s Committee of Vung Tau city before July 15.
The Vung Tau city People’s Committee also assigned the Vung Tau city Police to coordinate with the Ward 7 People’s Committee, PTSC, and related units to review all residents at the accommodation, the security and order situation, and propose a plan for handling permanent residence registration, temporary residence registration, and management of residents living at 284 Nguyen An Ninh.
At the same time, they must work with the residents in this area to establish detailed citizen profiles of the people living in each room of the accommodation, identify and report on cases of legal and illegal residents, and report the results to the People’s Committee of Vung Tau city before August 1.
The People’s Committee of Vung Tau city assigned the Ward 7 People’s Committee to proactively coordinate with related units to have a plan to propagate and mobilize people to comply with the law, and ensure security and environmental sanitation in the area while waiting for a solution.
Previously, the Ba Ria – Vung Tau Department of Construction also sent an urgent document No. 2481 requesting PTSC to provide the entire dossier related to the land lot at 284 Nguyen An Ninh, including the project dossier, investment approval documents, design appraisal, construction permits (if any), land papers, and other legal documents related to the land lot.
Regarding the investment project, it is necessary to clarify the investment objective, capital source, construction area, floor area, number of apartments, height, number of residents, and the process of managing and operating the accommodation.
In addition, the Ba Ria – Vung Tau Department of Construction also requested PTSC to provide decisions or contracts for house allocation or rental between the management agency and the households. PTSC must also state the reason for relocating 120 households living here, the investment plan for the land lot at 284 Nguyen An Ninh after the relocation, and the policy to support temporary accommodation for the affected residents.
Residents seek support
As reported by Tien Phong Newspaper in the article “Residents worry about losing their homes as 120 apartments are recalled,” PTSC recently announced the termination of the operation of the accommodation at 284 Nguyen An Ninh before June 30 and the termination of the land lease contract, returning the land to the People’s Committee of Ba Ria – Vung Tau province before September 30.
On May 3, PTSC Oil Hotel Company issued a notice to households to return their apartments before June 30.
Most of the 120 households here are low-income earners with housing difficulties, paying only VND 600,000/month/apartment for operation and maintenance costs, excluding rent. However, according to the residents, they do not know the purpose of PTSC’s recall of the accommodation at 284 Nguyen An Ninh.
The households have petitioned the authorities, related departments of Ba Ria – Vung Tau province, Vung Tau city, and PTSC to allow the continuation of the accommodation as the building is still usable. Eviction would cause great difficulty for the residents, who have requested support from PTSC and the People’s Committee of Ba Ria – Vung Tau province in terms of accommodation and resolving their challenges in relocating.
Meanwhile, PTSC stated that the accommodation was built many years ago, and some items have deteriorated. The residents have made self-improvements and installed illegal structures, which do not ensure safety and fire prevention and control. In addition, as PTSC has now become a joint-stock company, providing accommodation for workers is no longer appropriate or their responsibility.
PTSC stated that after retrieving the 120 apartments, the company will return the land to Ba Ria – Vung Tau province for urban renovation and development according to the approved plan.
