On July 5, the People’s Committee of Binh Thuan province issued a document requesting that departments, branches, and People’s Committees of districts, towns, and cities focus on implementing key tasks, including the Phan Thiet Airport project.
The provincial People’s Committee requested that the Department of Transportation, the People’s Committee of Phan Thiet City, and the People’s Committees of Bac Binh and Ham Thuan Bac districts urgently complete land retrieval, compensation, support, and resettlement, ensuring compliance with regulations by the end of 2024.
Regarding the civil aviation component, the provincial People’s Committee assigned the Department of Transportation and the Department of Planning and Investment to coordinate with consulting units to focus on explaining and completing the report of the inter-sectoral appraisal council on the appraisal results of the pre-feasibility study report for the adjustment of the Phan Thiet Airport project, specifically the civil aviation component in the form of a BOT contract, to advise the provincial People’s Committee to submit to the Prime Minister for approval of the investment policy adjustment.
At the same time, they were tasked with proactively preparing dossiers, promptly making adjustments, and submitting them to the competent authorities for approval of the feasibility study report and carrying out the investor selection process in accordance with regulations. The goal is to complete the investor selection process by early 2025.
Regarding the project progress, as of June 7, the People’s Committee of Phan Thiet City, Ham Thuan Bac, and Bac Binh districts had basically completed and handed over the land for the airport’s navigation station, air defense field, and connecting road.
In terms of relocating the 220kV power line affecting the airspace, the People’s Committee of Bac Binh district has completed and handed over the land for 12 power pole foundations and provided support to affected households within the power line corridor, covering an area of 72,858m2. Ham Thuan Bac district has made payments and handed over the land for 22 out of 23 power pole foundations and supported 47 out of 50 affected cases, with an area of nearly 156,629m2; one power pole foundation is pending land handover.
Regarding the excavation to ensure airspace at the beginning of runway 21 and the side slope, the People’s Committee of Phan Thiet City has handed over 100% of the land. Ham Thuan Bac district has made payments and handed over the land to 5 households; the remaining organization is the Thien Vien Tu Lam Institute, with an area of nearly 903m2, which has not yet handed over the land.

The Phan Thiet Airport project covers an area of 543 hectares, located in Thien Nghiep commune, Phan Thiet city, and bordering Bac Binh and Ham Thuan Bac districts. It comprises two independent sub-projects: the investment project for the civil aviation component in the form of Build-Operate-Transfer (BOT) approved in principle by the Prime Minister on September 18, 2014; and the investment project for the military airport component using the state budget.
The People’s Committee of Binh Thuan province is the authorized state agency for the civil aviation component, while the Ministry of Defense is the authorized agency for the military airport component.
The project commenced construction in early 2015. Subsequently, on August 29, 2018, the Ministry of Transport adjusted the phase until 2020 and oriented it towards 2030, upgrading the airport from a grade 4C to a grade 4E domestic airport and a grade I military airport. This involved extending the runway length from 2,400 meters to 3,050 meters and increasing the capacity from 500,000 passengers/year to 2 million passengers/year.
According to the Prime Minister’s approved master plan for the development of the national airport and airfield system for the period of 2021-2030, with a vision towards 2050, issued on June 7, 2023, by 2030, Phan Thiet Airport will be a grade 4E domestic airport, spanning an area of 580.56 hectares, with an estimated investment cost of over 7,700 billion VND.
