The Power of Partnership: US Applauds Vietnam’s Approval of Decree on Direct Power Purchase Mechanisms

On July 5th, the U.S. Diplomatic Mission to Vietnam welcomed the Vietnamese government's approval of the Decree on the mechanism for direct electricity sale and purchase.

The US Diplomatic Mission in Vietnam, through the US Agency for International Development (USAID), has provided technical assistance to the Ministry of Industry and Trade since 2017 in designing, building, and approving this mechanism. USAID will continue to collaborate with the Ministry during the implementation of this newly issued decree.

“I would like to extend my sincere congratulations to the Ministry of Industry and Trade for their dedication and efforts in making the direct power purchase agreement a reality,” said US Ambassador to Vietnam Marc Knapper at the event announcing the decree on direct power purchase agreements on July 5.

“The Vietnam-US Comprehensive Strategic Partnership opens a new era in the cooperation between our two countries, and this direct power purchase agreement is a testament to our deepening collaboration and shared commitment to sustainable development,” Ambassador Knapper added.

Once implemented, the new policy will allow businesses in Vietnam to buy electricity directly from private renewable energy companies, enabling them to use 100% renewable energy to meet their operational needs. This will help Vietnam attract private investment in renewable energy while catering to the needs of businesses seeking to adopt renewable energy and achieve their emission reduction goals.

“The US Diplomatic Mission in Vietnam, through USAID, is honored to have collaborated with the Ministry of Industry and Trade over the years to reach this important milestone,” said Aler Grubbs, USAID Mission Director for Vietnam.

“The direct power purchase agreement will help businesses reduce greenhouse gas emissions while accelerating Vietnam’s transition to clean energy and its goal of achieving net-zero emissions by 2050. The US will continue to accompany Vietnam in implementing this important initiative and expanding access to clean and renewable energy,” Grubbs emphasized.

The Embassy affirmed that the US is a committed partner of Vietnam in promoting the transition to clean, safe, and market-based energy, aligning with the shared priorities within the framework of the Vietnam-US Comprehensive Strategic Partnership.
