The report from the People’s Committee of Lao Cai province shows that the socio-economic indicators for the first six months of the year showed fairly comprehensive growth. However, there is still a long way to go to meet expectations, especially in terms of economic development.
Specifically, the province’s economic growth rate for the first half of the year reached 5.62%, 1.28 percentage points higher than the same period last year, but still below the national average. Strong sectors such as industry, construction, import, and export have not yet made a breakthrough. State budget revenue in the first half reached over VND 4,700 billion, higher than the previous year, but only 37% of the province’s plan for this year.
Determined to achieve the “double” goal of ensuring the completion of targets and plans for both the year and the term, the regular meeting of the People’s Committee of Lao Cai province, held in early July, agreed on a “only forward, no backward” approach, aiming to achieve and surpass all targets at the highest level.
Accordingly, aiming for an economic growth rate of about 10% for the whole year, the Department of Planning and Investment of Lao Cai has developed a growth scenario for the last six months. This has been then concretized into specific targets for each sector and locality.
Mr. Phan Trung Ba, Director of Planning and Investment of Lao Cai province, said: The Department proposed to the People’s Committee and the sectors to direct the targets on the capacity to increase. Direct certain tasks such as disbursement of capital construction; focus on removing obstacles for some projects, especially those in the industrial sector; promote investment attraction for new projects, import and export, and digital transformation. The Department of Finance is requested to coordinate with the Tax Department, Customs Department, and People’s Committees of districts, cities, and towns to focus on budget collection.
Along with the leaders of departments, sectors, and localities reviewing each group of key tasks, Mr. Trinh Xuan Truong, Chairman of the People’s Committee of Lao Cai province, proposed four solutions to focus on in the second half of the year: First is to pay attention to innovating the method of direction; review and reduce internal administrative procedures, and limit the situation of being overly principled or avoiding and seeking opinions in circles. Second, strengthen the appointment of officials to key positions and be ready to transfer those with weak capacity. Third, promote the improvement of the institutional system, including planning and the system of normative legal documents. Fourth, focus on removing difficulties for businesses.
“In the past, we have had many meetings and also visited a number of localities. However, the focus on removing obstacles for businesses has not been specific to each field, typically in the fields of minerals, hydropower, urban projects, and other investment-invited projects. To be honest, we have not really removed the obstacles, and there are still many messy jobs,” said Mr. Trinh Xuan Truong.
According to Mr. Dang Xuan Phong, Secretary of the Provincial Party Committee of Lao Cai, socio-economic development is the political task of the Party, and the whole system must get involved. Although there is a unified view, in the process of operation, there are still many places that are not smooth, and there are no specific solutions for each problem.
After the first six months, with the requirement to double efforts and double efficiency, but the results have not been as expected, Mr. Phong requested that from now until the end of the year, the entire political system of Lao Cai must continue to try and “try harder.” In that spirit, sectors and localities need to be flexible in applying and innovating the leadership methods of the Party; ensure the principle of concentrating democracy; be consistent in direction and administration; uphold the flag of responsibility, discipline, and discipline; and persist in pursuing the targets.
Mr. Dang Xuan Phong emphasized: “To achieve more than double the results, we must have a breakthrough. Without breakthroughs, without anything new, without creativity and flexibility, but with fear, hesitation, and pushing back, we will never succeed, and we will fail. I propose that you try to come up with breakthrough solutions.”
Mr. Phong also requested that the People’s Committee of Lao Cai province should aim for harmonious economic and social development and launch an emulation movement to encourage the whole apparatus to be enthusiastic and determined to achieve victory in the targets associated with the Resolution of the 16th Provincial Party Congress.
