On July 7th, the Investigative Police Agency of Quang Ninh Province, in collaboration with the Noi Bai International Airport Border Gate Police and the Immigration Management Department, announced the arrest of Le Thi Hoi (born 1967, residing in Group 10, Area 3, Hong Gai Ward, Ha Long City, Quang Ninh Province) on July 5th.

Hoi was wanted by the Investigative Police Agency of Quang Ninh Province for three criminal charges: “Fraudulent appropriation of property”, “Forgery of seals and documents of agencies and organizations”, and “Use of forged seals and documents of agencies and organizations.”
Previously, in 2017, the Investigative Police Agency of Quang Ninh Province received multiple reports from local residents accusing Le Thi Hoi, a former employee of the Vietnam Joint Stock Commercial Bank for Investment and Development – Quang Ninh Branch, of exploiting their trust by transferring land lots with forged land use right certificates, resulting in a total loss of over VND 12 billion for the victims.
Following the accusations, on January 3, 2018, the Investigative Police Agency of Quang Ninh Province decided to initiate legal proceedings and prosecute Le Thi Hoi for the aforementioned charges, based on the collected evidence.
After verifying that Le Thi Hoi had fled the locality, the Investigative Police Agency of Quang Ninh Province issued a special wanted notice on January 8, 2018, to locate and apprehend the fugitive.
