What’s the Story Behind the 1/2000 Master Plan for Dai An Industrial Zone’s Expansion to Over 416 Hectares?

The Ministry of Construction has recently sent an official dispatch to the People's Committee of Hai Duong province, providing feedback on the 1/2000 master plan for the expanded Dai An Industrial Park, spanning over 416 hectares.

The Ministry of Construction has expressed general agreement with the objectives and nature of the construction planning for the expansion of the Dai An Industrial Park (IP), as well as the location and development orientation of the expanded area (covering 416.2 hectares), which are fundamentally aligned with the planning of Hai Duong Province.

However, to provide a basis for approval of the planning, the Ministry of Construction has requested the People’s Committee of Hai Duong Province to supplement and clarify the exclusion of the 33-meter road (located between Phase 1 and Phase 2) from the scope of the planning study as inappropriate. As this road is a main connector between different areas of Hai Duong City and Cam Giang District, as well as a crucial thoroughfare through the IP, the Ministry proposes including it within the planning study scope to facilitate technical infrastructure connectivity.

Additionally, the Ministry has requested the People’s Committee to supplement and clarify the scale and connections of technical infrastructure within and outside the IP, particularly emphasizing the need to adhere to the infrastructure planning of Phase 1. They have also emphasized the importance of ensuring compliance with higher-level planning for projects that have already been invested in and constructed within the Phase 1 area (spanning over 189 hectares). For any proposed adjustments in Phase 1, the legal basis must be clarified while ensuring that any violations related to land, investment, construction, or the environment are not legitimized.

Regarding the development premise, the Ministry has suggested that the province supplement an assessment of the potential and situation of IP development within the province, specifically in Cam Giang District. This includes clarifying the role, position, and relationships of the expanded Dai An IP with its neighboring areas to establish connectivity and forecast investment phases.

Given the proximity of the expanded Dai An IP to existing residential areas, the Ministry of Construction has recommended incorporating a solution for a surrounding greenbelt (with a width of >10m) during the planning study. Additionally, measures should be proposed to ensure environmental protection concerning polluting facilities within the IP, including toxic production facilities, wastewater treatment plants, and solid waste treatment areas.

When planning the construction of accommodation areas within the public service land plots, the Ministry has requested the province to concretize cultural institutions (public service areas, green spaces, etc.) to ensure they meet the needs of workers. Simultaneously, the People’s Committee of Hai Duong Province and Cam Giang District should clarify the location and scale of the planned social housing and labor union facilities serving the development of IPs in the province and district, adhering to the regional construction planning of Cam Giang District.

Concerning the orientation of technical infrastructure planning, the Ministry noted that the explanatory report is concise and suggested a more detailed evaluation of the direct impacts on adjacent residential areas and the Sat River system.

Dai An Industrial Park Expansion Master Plan Perspective

Earlier, in late May, at the 22nd session of the 17th Hai Duong Provincial People’s Council, the People’s Committee of Hai Duong Province submitted a proposal for the approval of the construction planning project for the expansion of Dai An Industrial Park, at a scale of 1/2000.

The total planned area of the IP is approximately 416.21 hectares (excluding the 33-meter road between the two phases of the IP) and is located in Tu Minh Ward (Hai Duong City) and Lai Cach Town, Cam Dao and Cam Dong communes (Cam Giang District).

The expansion of Dai An IP comprises two sub-areas corresponding to two phases. The ratios of land allocated for transportation, green spaces, technical infrastructure, management, commercial services, and labor union facilities serving workers in the IP are all a minimum of 10%.

Phase 2 of the expanded Dai An IP is under the management of Dai An Industrial Infrastructure Development One-Member Limited Liability Company, with a total investment of approximately VND 2,300 billion. The project, which is expected to operate this year, will focus on attracting industries such as high technology, supporting industries, and light industries.

Dai An Industrial Infrastructure Development One-Member Limited Liability Company currently has a chartered capital of VND 700 billion and is owned by Dai An Joint Stock Company, with Ms. Tuong Quynh Phuong serving as the Director and legal representative. Established in 2001 and headquartered in Hai Duong Province, Dai An Joint Stock Company has a chartered capital of VND 1,100 billion, with Ms. Truong Tu Phuong as the Chairwoman of the Board of Directors and General Director. It is worth noting that Ms. Tuong Quynh Phuong is the daughter of Ms. Truong Tu Phuong.
