This area will be a new urban development, prioritizing tourism, trade, and services, with green spaces and water bodies surrounding Mount Duong Ba Lang. The plan includes low-rise residential areas, hillside villas, and high-rise buildings with efficient land use and low construction density to ensure views of the western mountains.
The Eco-City Slope planning area covers a total of 2,832 ha in Hoa Ninh, Hoa Son, Hoa Nhon, and Hoa Phu communes, Hoa Vang district. It is bounded by DT602 road to the north, the Western Belt Road to the west, the Nam Hai Van bypass (La Son-Tuy Loan expressway) to the east, and the Tuy Loan River and a newly planned road to the south.
The population of the eco-city is estimated to be around 194,200, including 140,000 permanent residents and 45,000 transient population by 2030. In the long term, after 2030, an additional 54,240 people are expected to call this eco-city home.

The Slope Eco-City is organized into 11 residential units, 3 functional areas outside the residential units, and a central core area that mainly consists of existing forests combined with a group of houses and villages.
The 3 functional areas include: A 70.9-hectare logistics services area with a converted population of about 2,000, which will house logistics, dry ports, and service facilities; A 157.8-hectare duty-free area with a converted population of 24,480, featuring commercial, educational, and medical services; and A 202.5-hectare sports area with a converted population of 1,450, which will be developed into a new golf course.
Additionally, the project identifies three focal points in the area that will orient the spatial layout, create distinctive characteristics, and serve as landmarks. These focal points are strategically placed to enhance the overall appeal and functionality of the eco-city.
Focal Point 1: The intersection of Hoang Van Thai Street and the La Son-Tuy Loan expressway. This area will feature a cluster of residential and commercial buildings, including high-rises up to 25 stories along Hoang Van Thai Street near the intersection. We encourage innovative, sustainable, and green architecture that blends harmoniously with the surrounding natural environment. However, we discourage designs that form large blocks or masses that obstruct the views of the natural landscape or contrast sharply with nature.
Focal Point 2: The area around the Truoc Dong Lake and the duty-free zone. The layout of buildings and internal roads in this area takes into account the natural terrain and topography, minimizing land leveling to preserve the natural landscape. Public green spaces and scenic walking trails will be developed around the lake for residents to enjoy peaceful walks and relaxing views. We emphasize the importance of respecting the natural ecosystem of the lake and minimizing the use of hard concrete embankments. The architectural style of the buildings should complement the natural scenery and water body, with low-rise constructions dominating the area.
In the duty-free zone, the layout of buildings and internal roads is designed to fit the terrain, minimizing land grading and reducing the impact on the natural landscape. The architectural style promotes a friendly relationship with the natural environment, harmonizing with the overall area. Buildings are arranged with the principle of decreasing height towards the mountain’s foot.
Focal Point 3: The core area serves as the central scenic landmark of the entire eco-city and plays a crucial role in climate regulation and national defense. We encourage the conversion of existing tree species on the slopes to hardwood trees and the addition of flowering plants at the foot of the hills to enhance the landscape and create a unique identity for the Slope Eco-City.
The Slope Eco-City is part of the three-region urban structure of Hoa Vang district, as outlined in the master plan for Danang city.
By 2025, it is expected that nine localities in Hoa Vang district will be upgraded to wards, including Hoa Lien, Hoa Ninh, Hoa Son, Hoa Nhon, Hoa Tien, Hoa Phong, Hoa Chau, Hoa Phuoc, and Hoa Khuong. The remaining two communes will be Hoa Phu and Hoa Bac.
