Mr. Tran Thien Truc, Deputy Director of the Long An Department of Transportation, revealed that the construction of the road foundation, sand foundation treatment, and soft ground improvement for Package XL1 is expected to be completed by the end of 2024.
Regarding the bridge component, the girder erection will be finished, along with the partial completion of bridge surfaces. The branch roads will also undergo basic reinforcement of the K98 sand foundation to facilitate the construction of the sub-base and crushed stone subgrade.

The Tan Buu overpass has completed all bored pile construction, with 2 out of 35 spans of the super T beam launched.
According to the representative from the Department of Transportation, the progress of Component 7 – HCMC Ring Road 3, Long An section, with the above three packages, has reached over 35% as of now.
Since the beginning of 2024, the People’s Committee of Long An has allocated 768.757 billion VND for Component 7, and over 533 billion VND has been disbursed so far, achieving more than 69% of the plan.
Regarding Component 8, Mr. Truc shared that the relocation and compensation process is ongoing, with 6 households agreeing to relocate. However, the local authorities are awaiting the handover of the relocation site, and these households do not affect the project’s progress. “The Ring Road 3 section passing through Long An is currently on a very favorable schedule,” Mr. Truc assessed.
The Ring Road 3 in Long An province is planned to be operational by early 2026, with 8 lanes of expressway and a designed speed of 100km/h. Long An aims to open the entire expressway route before October 2025.
Package XL2, which includes the construction of the main expressway, the left parallel route, and the parallel road from Provincial Road 830C to the intersection of Ring Road 3 in Long An, has completed approximately 40% of the required progress.
The Tan Buu Bridge has finished all bored pile construction and pier cap construction. The contractor has accelerated the progress of the cap beam casting and has launched 2 out of 35 spans of the super T beam for the Tan Buu overpass.




Package XL2, which involves the construction of the main expressway, the left parallel route, and the parallel road, has completed approximately 40% of the work.
According to Mr. Nguyen Duc Phuong, Technical Supervisor of the Construction at Petroleum Construction & Investment Joint Stock Company (PCCI), some tasks, such as the K95 sand filling at the M1 and M2 abutments and the parallel road, as well as the construction of the parallel road, have also achieved nearly 38% of the plan.
Regarding Package XL3, the main route has completed sand filling for 305 out of 708 meters, and the branch route has completed K95 sand filling for more than 3,361 out of 3,563 meters… preparing to transition to the test construction of K98 sand filling, crushed stone subgrade, and road surfacing.

Mr. Pham Van Loi, Technical Supervisor of the Construction at Trung Thanh Construction Company, the main contractor for Package XL3, shared that the progress of Package XL3 has reached over 42% as per the plan. The contractor and the joint venture units are taking advantage of favorable weather conditions with less rain to accelerate the progress.
The HCMC Ring Road 3 project in Long An province, with a length of 6.84km passing through Ben Luc district, has a total investment of over 3,000 billion VND. After exactly one year of construction, the entire project has completed over 35% of the progress, with several items ahead of schedule by two months. The overpass connecting to the Ben Luc – Long Thanh expressway is expected to be technically opened for traffic in October 2024.
