On July 10, the Government Office directed the Minister of Industry and Trade, the Minister of Finance, and the Minister of Justice to develop a Government decree encouraging the development of rooftop solar power for self-consumption.

Vice Prime Minister Tran Hong Ha suggested that to encourage the development of clean energy sources, the Ministry of Industry and Trade should pilot a scheme that allows excess electricity that cannot be consumed to be sold to the national grid, with a limit of 10% of capacity.
The Ministry of Industry and Trade and the Ministry of Finance are studying pricing regulations with the aim of balancing benefits and sharing risks.
Vietnam Electricity (EVN) is responsible for purchasing excess electricity and ensuring the safe operation of the power system, promoting harmony, and encouraging the development of this mechanism.
At the same time, the Ministry of Industry and Trade coordinates with relevant ministries and agencies to research solutions and design necessary conditions to prevent negative incidents, corruption, and social resource waste.
The Ministry of Justice takes the lead in coordinating with relevant agencies to ensure the legality of the decree and existing regulations, including the Power Development Plan VIII.
The directive clearly states, “The Ministry of Industry and Trade shall finalize the draft decree in accordance with the law and submit it to Vice Prime Minister Tran Hong Ha before July 11, 2024, for consideration and signing before July 12, 2024.”
Previously, the Ministry of Industry and Trade proposed that rooftop solar power installed in residential and office buildings for self-consumption and connection to the national grid would not be sold or sold at zero dong. In other words, people could sell excess electricity, but the state would only recognize the volume and not pay for it. This proposal immediately faced controversial opinions.
In the latest draft in June regarding rooftop solar power for self-consumption, the Ministry of Industry and Trade maintained its proposal that this type of power production should only be consumed on-site and not sold to organizations, individuals, or the national grid. There is no limit to the development of rooftop solar power systems that are not connected to the grid. For those that are connected, the capacity must not exceed the allocation specified in the Power Development Plan VIII (2,600 MW).
Regarding rooftop solar power, the Government’s Decree 80/2024 on the mechanism for direct power purchase and sale between renewable energy generators and large power users also allows rooftop solar projects to buy and sell electricity directly through a dedicated line or the national grid.
There are approximately 103,000 rooftop solar projects nationwide, with a total installed capacity of over 9,500 MW. According to the Power Development Plan VIII, the scale of this type of power source is expected to reach 2,600 MW or cover 50% of office and residential buildings by 2030.
