Expanding Coastal Horizons: The Vision for an Enlarged Phan Thiet, Binh Thuan

In the master plan for Binh Thuan province for the period of 2021-2030, with a vision towards 2050, the province is envisioned to have 16 urban areas by 2030. This includes one type II city, Phan Thiet, one type III city, La Gi, three type IV cities, and eleven type V cities.

On July 22, the People’s Committee of Binh Thuan province held a meeting to discuss the adjustment of boundaries to expand Phan Thiet city as part of the overall plan for rearranging administrative units at the district and commune levels for the period of 2023–2025, with a vision towards 2030.

Regarding the adjustment of the natural area and population scale of Ham Lien and Ham Hiep communes in Ham Thuan Bac district to be incorporated into Phan Thiet city, most delegates agreed with the proposal to adjust a portion of Ham Hiep commune’s area (5.85 km2) and population (2,230 people), as well as a part of Ham Lien commune’s area (2.23 km2) and population (1,950 people) into Phong Nam commune, Phan Thiet city. After the rearrangement, Phong Nam commune will have a natural area of 12.91 km2, meeting the standards for the size of a ward.

On this matter, the representative from the People’s Committee of Ham Thuan Bac district expressed the wish that after the split and merger, the region’s historical names, landmarks, and key areas of Ham Lien commune would be preserved. These names and places hold significant historical value and are deeply ingrained in the local population’s identity, as evidenced in the history of the Binh Thuan Party Committee, the Ham Thuan Bac Party Committee, and the heroic Ham Lien Party Committee. Therefore, any changes to these names and places would be challenging.

The provincial People’s Committee also stated that the rearrangement of administrative units at the district and commune levels is a significant and correct policy, objectively organizing the administrative units at all levels to match the country’s practical development trends. This includes the expansion of Phan Thiet city’s boundaries.

However, the implementation process must ensure the city’s urban form, transportation, and investment development while preserving historical place names and aligning with the local people’s aspirations.

According to the overall plan No. 828 dated March 8, 2024, of the provincial People’s Committee on the rearrangement of administrative units at the district and commune levels for the period of 2023–2025, with a vision towards 2030, the administrative boundaries of Phan Thiet city will be adjusted to include the entire natural area (24.93 km2) and population (19,675 people) of Phu Long town, Ham Thuan Bac district. Additionally, the entire natural area (17.83 km2) and population (22,074 people) of Ham Thang commune, Ham Thuan Bac district, will also be incorporated into Phan Thiet city.

A portion of Ham Lien commune’s natural area (62.87 km2) and population (12,854 people), as well as a part of Ham Hiep commune’s natural area (37.44 km2) and population (15,067 people), will be adjusted into Phan Thiet city. Furthermore, the entire natural area (32.28 km2) and population (18,198 people) of Ham My commune, Ham Thuan Nam district, will be included in the city.

As a result of this rearrangement and adjustment, Phan Thiet city is expected to have an area of over 305 km2, a population of more than 334,000 people, and a total of 18 units (including 13 wards and 5 communes).
