The Da Nang Department of Construction has responded to citizens’ reports regarding delays in the social housing project in the Hoa Khanh Industrial Park (Lien Chieu District).

Previously, residents who purchased homes in Block B2 of the social housing project in Hoa Khanh Industrial Park submitted feedback via the Da Nang Suggestion Portal, complaining about the slow construction progress and delayed handover of homes by Saigon Thuan Phuoc Green Real Estate Joint Stock Company (the project investor). The company committed to a handover date of March 31, but as of July 2024, residents had not yet received their homes.

According to the Department of Construction, since February 2024, the department has sent official dispatches requesting that Saigon Thuan Phuoc Green Real Estate Joint Stock Company focus their resources on accelerating the construction progress to complete and deliver Block B2 as per the approved schedule and their commitments to customers…

In April 2024, the Department of Construction again urged the company to promptly coordinate with customers to provide comprehensive information regarding the investment and construction progress, as well as the inspection and acceptance of Block B2. The company was also instructed to handle matters related to the customers’ interests in accordance with the signed housing purchase contracts, and to report the results to the department.

According to the company’s report to the Department of Construction, they have organized two meetings with customers and agreed to hand over the apartments from December 31.

The Department of Construction, in its role as the state management agency, acknowledged the citizens’ feedback regarding the project’s progress. They pledged to continue urging the investor to expedite construction and deliver the homes to customers as soon as possible.

On July 23, at a conference to address difficulties and obstacles faced by enterprises, Mr. Ishikawa Yoshitake, Secretary-General of the Japan Business Association – Da Nang Chapter, mentioned that the association had received petitions from many Japanese enterprises whose employees had purchased social housing apartments in the Hoa Khanh Industrial Park from Saigon Thuan Phuoc Green Real Estate Joint Stock Company.

As per the contracts, the homes were supposed to be handed over by March 31, 2024. However, the buyers have not yet received their apartments, even though many of them have paid up to 70% of the apartment value.

“With the current progress, the employees don’t know how much longer they will have to wait to receive their homes,” said Mr. Ishikawa Yoshitake.

Mr. Tran Van Hoang, Deputy Director of the Da Nang Department of Construction, explained that the project’s delay was due to the company’s decision to sell the apartments at a low price, which led to financial difficulties in reality. He pointed out that, legally, this is a civil contract, and if both parties cannot reach an agreement, the matter can be resolved in court. However, the Department of Construction, in its role as a state management agency, will not stand idly by.
