The study area for the planning covers approximately 4,900 hectares across four communes in Huu Lung District, Lang Son Province. These include Tan Thanh commune, with the largest area of about 1,766 hectares, followed by Hoa Son with 1,254 hectares, Hoa Thang with 1,376 hectares, and Ho Son with 504 hectares.
The development plan includes key functional areas such as urban-service areas comprising land for renovated existing residential groups ranging from 380 to 400 hectares, land for new residential groups from 180 to 200 hectares, public service land of 20 to 30 hectares, and public urban green space of about 20 to 40 hectares.
Additionally, the plan allocates land for industrial parks ranging from 1,850 to 2,100 hectares, aiming to accommodate approximately 130,000 workers. There is also a designated area for research, development, and technology transfer, spanning between 150 and 250 hectares.
According to the 2022 survey data, the population and workforce in the area are close to 17,000 people. By 2030, this number is projected to reach approximately 62,000, including a formal population of 25,000 and a converted population and workforce of 37,000. Looking further ahead to 2045, the expected population is around 130,000, with a formal population of 42,000 and a converted population and workforce of 88,000.
The primary functions of the planning area include industrial parks, research and training zones, new urban areas for resettlement, and renovated existing residential areas. These developments aim to meet the standards of a type IV city.
The implementing organizations include the Lang Son Provincial People’s Committee as the approving authority, the Department of Construction as the organizing body for preparation, appraisal, and submission, the Ministry of Construction as the consulting body, and the People’s Committee of Huu Lung District for coordination. The Institute of Urban Planning and Architecture is responsible for formulating the task, and the consulting unit for planning will be selected as per legal regulations.
The total estimated cost for the research and planning preparation exceeds VND 5 billion. The plan is expected to be implemented within a maximum of 12 months from the date of task approval.
The master plan for Lang Son Province for the period of 2021-2030, with a vision towards 2050, was approved by the Prime Minister on March 19, 2024. This plan aims to establish an industrial-urban-service complex to attract investment by offering modern technical infrastructure that integrates seamlessly with the surrounding infrastructure. This integration ensures effective and sustainable economic, social, and environmental development while also maintaining national defense and security.
The master plan serves as a foundation for investment procedures, the formulation of subdivision plans and detailed plans, the establishment of construction investment projects, and the management and control of construction activities in accordance with the approved plan.

The master plan also includes a list of 107 priority investment projects in various fields, such as transportation, industrial parks, trade, tourism, services, healthcare, urban areas, and more. These projects are expected to drive development and attract further investment to Lang Son Province.
