A Bird’s-Eye View of the 39 Confiscated Villa Lots in Măng Đen

The once-promising villa project in Măng Đen, Kon Tum Province, now lies abandoned and overgrown. Construction on the villas was halted due to legal issues, leaving the site a desolate shell of what was intended.

According to Inspection Conclusion No. 09/KL (dated June 13, 2023) by the Department of Natural Resources and Environment of Kon Tum Province, there are still 39 cases in Kon Plong District where the Department of Natural Resources and Environment has issued notices for villa construction site introduction but have not completed the procedures, and are now subject to retrieval.

It is understood that up to 26/39 cases have not had a land transfer decision and have not been granted a land use right certificate, but have constructed works on the land.

In reality, out of the 26 constructed villas, 6 have been completed and put into use, many have just finished plastering, and the rest are only partially constructed.

Along National Highway 24, there are 2 structures that have been abandoned after reaching the 3rd floor due to violations.

Many temporary tents have been set up to watch over the villas.

Regarding this retrieval, many households and individuals have petitioned and opposed, explaining the reasons for the violations.

According to Mr. Le Thanh Dien, Head of the Department of Natural Resources and Environment of Kon Plong District, the retrieval and handling of 26 villas (out of a total of 39 cases) that were built in violation of the law faced many difficulties due to historical factors from different periods.

“Currently, there are no regulations allowing ‘supplementary documents’ for the above cases. According to regulations, urban land must now be valued and put up for auction,” said Dien.

Regarding the series of violating villas subject to retrieval in Mang Den, previously, the Department of Natural Resources and Environment of Kon Tum Province had announced the inspection conclusion on the management and use of land in the fields of investment attraction in Kon Plong District, from the time of the district’s establishment (in 2002) to the time of the inspection (mid-2023).

However, in the process of implementation, due to the lack of in-depth research on land laws, a number of shortcomings and limitations occurred.
