A New Milestone for Hanoi’s Long-Awaited, Multi-Billion Dollar Metro Line

The Nhon - Hanoi Station metro line has achieved a significant milestone with the acquisition of the System Safety Certification. This crucial step ensures that the line meets the prerequisite safety standards and criteria to commence commercial operations.

According to the Hanoi Urban Railway Management Board, on July 30, the Hanoi Pilot Urban Railway Project, Nhon-Hanoi Station section, was officially granted the Certificate of Appraisal for Urban Railway System Safety. This certificate confirms that the Nhon-Hanoi Station line has been designed and constructed in accordance with safety management standards and is ready for commercial operation.

The System Safety Certificate, issued by the Vietnam Railway Authority under the Ministry of Transport, is a mandatory requirement for the commercial operation of an urban railway project under current legal regulations.

On July 31, the State Council for Construction Work Acceptance inspected the Hanoi Pilot Urban Railway Project, Nhon-Hanoi Station section, to consider and approve the completion acceptance of the project.

Earlier, on July 29, the Ministry of Natural Resources and Environment granted an Environmental Permit to the Hanoi Urban Railway Management Board (Investor) and Hanoi Metropolitan Railway One-Member Limited Company (Operator) to carry out environmental protection activities for the Nhon-Hanoi Metro project in Nam Tu Liem, Bac Tu Liem, Cau Giay, Dong Da, and Ba Dinh districts. The permit is valid for seven years.

The elevated section of the Nhon-Hanoi Metro line has completed construction and has been recognized for fire protection and safety. The safety assessment consultant has issued a safety certificate, and the Ministry of Transport has granted a System Safety Appraisal Certificate. The Ministry of Natural Resources and Environment has also issued an Environmental Permit.

Obtaining the Environmental Permit and System Safety Certificate marks a significant milestone, indicating the fulfillment of the highest technical requirements and safety standards during the construction and operation of the Hanoi Pilot Urban Railway Project, Nhon-Hanoi Station section.

The Hanoi Urban Railway Management Board is continuously striving to ensure that all final procedures are completed safely, effectively, and in compliance with regulations.

Once officially operational, the Hanoi Pilot Urban Railway Project, Nhon-Hanoi Station section, is expected to help residents save time and travel costs while connecting urban areas and facilitating economic and tourism development.

The Hanoi Pilot Metro Project, Nhon-Hanoi Station section, is 12.5km long with 12 stations, including 8.5km of elevated tracks and 4km of underground tracks. The project was first approved in 2006, with a total investment of over VND 18,000 billion, and the Hanoi People’s Committee as the investor.

According to the project approval decision in 2006, Hanoi planned to start construction in 2006 and complete it by 2010. However, the project was delayed for 13 years with over 10 postponements.

After multiple delays, the total investment for the project has increased from over VND 18,000 billion to VND 34,826 billion.
