According to the Ministry of Transport, as of now, the project has received the handover of nearly 64 km of land, achieving over 97% of the target. The remaining 1.7 km of land is currently being cleared by local authorities.
The construction work on the site is well-organized and executed with a meticulous approach, ensuring that completed sections are properly finished.
The construction output has reached 46.86% of the contract value, meeting the contractual schedule. However, the Ministry noted that some individual units are progressing slower than expected.
The current challenges include the remaining 1.7 km of land yet to be handed over, with Quang Binh province accounting for 0.7 km and Quang Tri province for 1 km. This delay significantly impacts the construction progress of several bridges and five intersections that need to be returned to the Ho Chi Minh Road.
Additionally, with the rainy season approaching, road embankment construction may be affected if not completed by August 2024.
To strive for project completion by June 30, 2025, the Ministry of Transport has instructed the Project Management Board to direct the units to maintain high concentration and avoid complacency. They must also closely monitor the quality and progress of construction, as well as ensure labor safety, environmental hygiene, and take advantage of favorable weather conditions to expedite the construction of road foundations, drainage systems, and other necessary structures before the rainy season arrives.
The Ministry of Transport has requested that the investor and contractor explore solutions to proceed with the construction of items unaffected by the land issues related to the bridges crossing QL9D, QL9A in the north (Tam Hiep Bridge), and QL9A, as well as the five intersections that need to be returned to the Ho Chi Minh Road.
The investor is also required to coordinate with local authorities to resolve land-related obstacles in the sections of the returned road. Construction should be carried out immediately upon receiving the cleared land, aiming to complete and open all five returned road intersections by October 2024. This will facilitate the implementation of the main sections that overlap or intersect with the Ho Chi Minh Road.
For the ongoing construction items, the Project Management Board is tasked with urging the contractors to mobilize machinery, equipment, and additional shifts to expedite completion.
