On July 30, in Hanoi, the Ministry of Information and Communications signed a cooperation agreement with the Vietnam Chamber of Commerce and Industry (VCCI) to support the promotion of investment and trade in Make in Viet Nam digital technology products to serve digital transformation, digital economic development, and digital society development for the period 2024-2026, with a vision towards 2030.
Elaborating on the agreement, Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry, said that the cooperation between the Ministry of Information and Communications and VCCI focuses on three main contents.

First, provide consultancy and advice on developing strategies, plans, and policies for digital transformation and creating a conducive environment for digital development. The Ministry of Information and Communications will provide advice and support to VCCI in developing strategies, plans, and programs for digital transformation. VCCI will propose solutions and policies to create and support the market for Vietnamese digital technology businesses.
Second, promote trade and investment in Make in Viet Nam digital technology products, solutions, and services to serve digital transformation and the development of the digital economy and digital society in the domestic market. This will include activities such as propaganda, surveys, and investigations into the digital transformation needs of businesses, trade promotion conferences, supply and demand connections, and especially the “selection and ordering of 10 typical Make in Viet Nam digital technology products, solutions, and services in 10 fields to pilot the digital transformation process at VCCI and member enterprises, in order to evaluate and replicate the implementation of products that bring practical benefits to people and businesses.”
Third, support the development of overseas markets and investment for Make in Viet Nam digital technology products. Specifically, this will include activities such as supporting intellectual property registration and protection and technology transfer abroad, connecting and introducing business partners, providing information, guidance, and consulting to businesses, and promoting trade and investment activities abroad.
Speaking at the signing ceremony, Mr. Pham Tan Cong, Chairman of VCCI, emphasized that Resolution No. 41-NQ/TW, issued by the Politburo on October 10, 2023, on building and promoting the role of Vietnamese entrepreneurs in the new era, set the goal that by 2030, Vietnam will have a team of entrepreneurs with a scale, capacity, and quality that meets the requirements of industrialization and modernization. The resolution aims to have more enterprises reaching the regional level, with some enterprises reaching the world level, and some large enterprises playing a leading role in key sectors and fields. Resolution 41 also sets the task of developing ethnic enterprises and large-scale enterprises with a leading role in some key and critical sectors and fields.

The development and growth of Vietnamese digital technology enterprises are essential, contributing to the national digital transformation task in the Documents of the 13th Party Congress and helping to realize the goal of developing a team of entrepreneurs and enterprises set out in Resolution 41 of the Politburo. Vietnamese digital technology enterprises are also one of the critical ethnic enterprise groups that need to be promoted and supported as the country is undergoing a process of national digital transformation and developing a digital economy and digital society.
Mr. Pham Tan Cong emphasized, “The signing of this agreement marks the beginning of close cooperation between the two agencies in supporting national digital transformation, developing the digital economy and digital society, and fulfilling the task assigned by the Prime Minister to VCCI and the Ministry of Information and Communications in Directive No. 01/CT-TTg on promoting the development of Vietnamese digital technology enterprises.”
With this agreement, the two parties support Vietnamese digital technology enterprises in expanding their markets and seizing investment and business opportunities in Vietnam and abroad through a market of 200,000 enterprises operating in all economic sectors and industries in Vietnam and VCCI’s network of partners worldwide, along with the Ministry of Information and Communications. This contributes to promoting digital transformation, developing the digital economy and digital society in Vietnam effectively, and moving towards realizing the goal of a “rich people, strong country, equitable, democratic, and civilized society.”
Additionally, to ensure the validity and effectiveness of the cooperation between the two parties, during the event, VCCI’s leaders signed a cooperation agreement with the leaders of six typical enterprises, including Viettel, VNPT, Mobifone, FPT, CMC, and MISA, to accompany and promote digital transformation.
