On August 2, Deputy Prime Minister Tran Hong Ha signed a decision approving the investment policy for the construction project of the Ho Chi Minh City – Moc Bai expressway (phase 1) under the public-private partnership (PPP) format.
The expressway will be approximately 51 km long, with a 24.66 km section passing through Ho Chi Minh City and a 26.317 km section in Tay Ninh province. The starting point will connect with Ho Chi Minh City’s Ring Road 3 (in Cu Chi district), and the endpoint will intersect with National Highway 22 (around Km53+850) in Ben Cau district, Tay Ninh province.
The project is expected to be completed between 2024 and 2027. With a total investment of VND 19,617 billion, the project will require land clearance of approximately 409.3 hectares to accommodate a six-lane highway.
The project has an initial total investment of VND 19,617 billion, with the investor and PPP project enterprise responsible for arranging around VND 9,943 billion. This includes approximately VND 1,491 billion in equity capital, accounting for 15% of the project’s total investment.
Government funding for the project is estimated at VND 9,674 billion, including VND 2,872 billion from the central budget and VND 6,802 billion from the local budget (Ho Chi Minh City).
The Government assigns the People’s Committee of Ho Chi Minh City to take the lead in coordinating with relevant ministries, branches, and contractors to implement the project. It is crucial to identify the source of materials, scale, reserves, and extraction capacity to ensure a sufficient supply for the project’s demands.
The People’s Committee of Ho Chi Minh City is also responsible for coordinating with relevant agencies to develop the feasibility study report for project components 1, 2, and 3. They will carry out the procedures for appraisal and approval of these project components and organize the implementation accordingly.
The Tay Ninh Provincial People’s Committee will take charge of preparing the feasibility study report for project component 4 and conducting the appraisal and approval procedures for this component.
The Ministry of Transport will collaborate with the two localities during the project implementation and promptly report any difficulties or obstacles to the State Steering Committee for key projects to ensure timely resolution.
Determined to commence construction by April 30, 2025
On the afternoon of August 2, Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Transport Project Management Board, shared that this decision is welcome news for the Transport Sector after months of closely monitoring the project’s progress. The Ho Chi Minh City Transport Project Management Board and relevant units in Tay Ninh province are highly determined to commence construction by April 30, 2025, with the goal of completing the entire route before December 31, 2027.
