At the meeting, on behalf of the National Assembly of the Socialist Republic of Vietnam, Chairwoman Tran Thanh Man warmly welcomed the State-level visit of President Jose Ramos-Horta of Timor-Leste to Vietnam.
This is President Jose Ramos-Horta’s second visit to Vietnam, taking place after more than 14 years since his first visit in 2010, and the fourth visit to Vietnam by a high-ranking leader of Timor-Leste, demonstrating the President’s sentiments towards the country and people of Vietnam.
Chairwoman Tran Thanh Man expressed her strong belief that this visit would be a success, creating a new driving force to promote the friendly and cooperative relations between Vietnam and Timor-Leste to an even higher level.
She highly appreciated the comprehensive and substantive results of the talks between President To Lam and President Jose Ramos-Horta and applauded the signing of the bilateral Agreement on Visa Exemption for holders of diplomatic and official passports. The National Assembly of Vietnam supports and will create a favorable legal corridor for the promotion of signing and implementation of cooperation agreements between the two countries.
Chairwoman Tran Thanh Man briefed President Jose Ramos-Horta on the history, role, and functions of the National Assembly of Vietnam. She emphasized that over its 78-year history, the National Assembly has always successfully carried out the important missions entrusted by the Party and the people, playing a crucial role in the struggle for national liberation, unification, and the process of national construction and defense. The National Assembly has constantly sought innovation in its operations, improving its quality, promoting democracy, transparency, and professionalism to truly represent the will and interests of the people and exercise state power as stipulated in the Constitution.
Looking ahead, Chairwoman Tran Thanh Man suggested that the two sides should enhance high-level and all-level delegation exchanges to strengthen mutual understanding and promote cultural and people-to-people exchanges between the two countries.
On this occasion, Chairwoman Tran Thanh Man respectfully extended an invitation to the President of the National Assembly of Timor-Leste, Ms. Maria Fernanda Lay, to visit Vietnam at the earliest opportunity.
Both sides agreed to promote the first meeting of the Vietnam – Timor-Leste Joint Committee to review, study, and propose specific measures to enhance bilateral cooperation in various fields.
Chairwoman Tran Thanh Man emphasized the vast potential and opportunities for parliamentary cooperation between the two countries. Currently, there is no direct and regular mechanism for cooperation and delegation exchanges between the parliamentary bodies of the two countries. Therefore, the two sides can explore collaboration in the fields of law-making, supreme oversight, and decision-making on crucial national issues, as well as sharing experiences in law-making, especially the internalization of international treaties and commitments to ensure their effective implementation.

To further strengthen parliamentary cooperation, Chairwoman Tran Thanh Man hoped that President Jose Ramos-Horta would support the enhancement of high-level and all-level delegation exchanges between the two parliaments, promote cooperation, exchanges, and sharing of experiences between specialized committees and parliamentarians, and increase mutual understanding. This includes sharing experiences in law-making, especially the internalization of international treaties and commitments to ensure their effective implementation, as well as building and perfecting the legal framework to facilitate bilateral cooperation. She also emphasized the importance of close coordination and mutual support in multilateral parliamentary forums, such as the IPU, AIPA, and APPF.
Vietnam supports Timor-Leste’s full membership in ASEAN and is ready to share its experience and work together with other ASEAN members to support the “Roadmap for Timor-Leste’s Full Membership in ASEAN.” This includes capacity-building, familiarization with ASEAN principles, processes, and procedures, and ensuring corresponding capabilities when participating in ASEAN, thus contributing effectively to ASEAN cooperation, including cooperation within the ASEAN parliamentary channel.
President Jose Ramos-Horta of the Democratic Republic of Timor-Leste expressed his gratitude for the warm reception and hospitality extended by Vietnam. He also conveyed his appreciation for Vietnam’s support to Timor-Leste during its struggle for independence and in its subsequent development journey.
Having closely followed Vietnam’s progress, President Jose Ramos-Horta admired the Vietnamese people’s determination in their struggle for independence and their remarkable development achievements. He also expressed his desire to strengthen the partnership with Vietnam in agriculture and requested Vietnam’s support in areas of its strength.
President Jose Ramos-Horta agreed with Chairwoman Tran Thanh Man’s suggestions on cooperation between the two countries and their respective parliaments, acknowledging the vast potential for further development in bilateral relations.
The President pledged his utmost efforts to strengthen relations with Vietnam and wished for an increased presence of Vietnam in Timor-Leste. He also sought the support of the Vietnamese National Assembly for cooperation between the two countries, especially in areas where Timor-Leste has a strong interest and demand.
Chairman of the National Assembly Signs Land Law (Amendment) Certificate
The Land Law (amendment) was passed by the National Assembly during its 5th extraordinary session of the 15th legislature. Following the session, in accordance with the Law on Promulgation of Legal Normative Documents, the relevant agencies conducted a technical review of the text. The President of the National Assembly, Vương Đình Huệ, has authenticated the Law in accordance with regulations.
