Presidential Power Transition: A New Era with Comrade Tô Lâm at the Helm as the Newly Elected General Secretary

The Central Executive Committee’s 13th plenary session opened this morning (August 3) in Hanoi. As planned, the conference will last one day—August 3.

The conference elected Mr. To Lam, President of the Socialist Republic of Vietnam, as General Secretary of the Central Executive Committee of the Communist Party of Vietnam with an absolute majority of votes.

In his speech, President and General Secretary To Lam affirmed his commitment to carrying forward the revolutionary achievements of the late General Secretary Nguyen Phu Trong and previous generations of leaders. He vowed to maintain unity and work together with the collective Central Executive Committee, Politburo, and Secretariat to lead the entire Party, people, and army to successfully realize the goals and tasks set by the 13th National Party Congress and organize a successful 14th Congress, propelling the country’s development in the new era.

Immediately after his election, Mr. To Lam, General Secretary of the Central Executive Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam, presided over a press conference.

Mr. To Lam was born on July 10, 1957, in Nghia Tru commune, Van Giang district, Hung Yen province. He holds the academic rank of Professor and a Doctorate in Law.

He is a member of the 12th and 13th Politburo; a member of the 11th, 12th, and 13th Central Executive Committees; President and Chairman of the National Defense and Security Council (since May 22, 2024); Deputy Head of the Central Steering Committee for Corruption and Negative Phenomenon Prevention; and a deputy of the 14th and 15th National Assemblies.

Mr. To Lam started his career in the Political Security Protection Department (now the Security Directorate I) of the Ministry of Public Security in the 1980s.

During his tenure with the Ministry of Public Security, he held various positions, including Deputy Head, Head of Division, Deputy Director, and Director of the Political Security Protection Department (now the Security Directorate I) under the General Security Department, Ministry of Public Security.

He then served as Deputy Director-General and Acting Director-General before becoming the Director-General of the General Security Department I, Ministry of Public Security, in July 2010.

From August 2010 to April 2016, he was Deputy Minister of Public Security, and from April 2016 to May 2024, he served as Minister of Public Security.

He was promoted to the rank of Colonel General in February 2019.

On May 22, 2024, at the 7th session of the 15th National Assembly, he was elected as President of the Socialist Republic of Vietnam, a position he holds to this day.
