The Hanoi People’s Court previously tried Loan and her accomplices in April 2024, but subsequently decided to return the file and request further investigation.

According to the indictment, during the participation in the auction of land in the southeast of Co Duong village, Ms. Nguyen Thi Loan, former Chairman of Vimedimex, used the legal entities of three companies, all under her management, to participate in the auction. She colluded with other defendants to bid in rounds with the same amount of money, so that the project would still belong to her, regardless of which company won.

At the first-instance trial in April, Nguyen Thi Loan denied the crime and asserted that many of the records of her statements in the file were fake, and the signatures and content were incorrect…

Therefore, the judge decided to return the file for further investigation to clarify several issues: verifying Loan’s signature and verifying documents related to the investigator; reviewing the actions and charges against defendants Tran Cong Tuyen, Bui Thanh Huyen, and Nguyen Thi Cam Le; examining the responsibilities of several state agency officials involved in the auction process; and clarifying the process of appraisal and issuance of the appraisal certificate.

After the supplementary investigation, the prosecuting agencies maintained their prosecution opinion. The investigating agency determined that the records and minutes of the interrogations conducted by investigator Bui Duc Hieu were not tampered with. The agency also maintained its position on the handling of the case of Nguyen Thi Cam Le and Bui Thanh Huyen, who were charged with “Negligence causing serious consequences,” and Tran Cong Tuyen, who was charged with “Violation of regulations on the sale of auction assets.”

Regarding the involvement of several state agency officials in the auction process, the investigating agency maintained its decision not to pursue criminal charges.
