Reviewing the Entire Deo Prenn Project: A Comprehensive Safety Assessment.

The People's Committee of Lam Dong Province has ordered the monitoring of the Prenn Pass construction and has arranged for personnel to be on standby as a precautionary measure against any potential unforeseen incidents.

On August 2, the People’s Committee of Lam Dong Province directed relevant units to inspect and handle the damage to the construction works of the project to invest in upgrading and expanding Prenn Pass, from km228+506 to km228+530, in Da Lat city.

The Department of Transportation was assigned to monitor, inspect, and urge the Lam Dong Province Traffic Project Management Board to promptly handle the damage to the Prenn Pass construction and direct timely handling within their authority.

The Department of Transportation will coordinate with the Department of Construction and the Lam Dong Province Traffic Project Management Board based on the survey results, identify the cause, and propose solutions to the damage on Prenn Pass. This department is responsible for thoroughly inspecting the construction quality, conducting acceptance, and completing the handover of the project.

The Lam Dong Province Traffic Project Management Board was instructed to direct the contractor and consulting supervisor to continue monitoring and repairing the subsidence and cracks on the Prenn Pass road surface. They will also conduct observations when the structure shows abnormalities to assess, determine the cause, and propose appropriate treatment methods.

During the period of identifying the cause and implementing the treatment plan, they will continue to coordinate closely with relevant agencies to monitor the daily observation results. They will also regularly assign personnel to be on standby to monitor any abnormal changes in the structure and promptly detect potential incidents.

The crack was temporarily treated while awaiting a permanent solution.

The People’s Committee of Lam Dong Province requested the units to inspect all items of the works on the Prenn Pass route to promptly detect and repair any damage. They aim to ensure the safety of people and vehicles and prevent landslides and erosion.

Regarding this project, the People’s Committee of Lam Dong Province also recently approved adjustments to the investment plan for upgrading and expanding the Prenn Pass. The implementation period was adjusted to between June 2024 and December 2024.

According to the contractor, Deo Ca Construction Joint Stock Company, continuous heavy rainfall has caused water to penetrate deeply into the soil beneath the road surface at a localized location. This may have resulted in a water-saturated state, and the high clay content in the subgrade soil could have reduced the strength and bearing capacity, leading to cracks on the road surface above.

The contractor has employed a solution of using plasticine to fill the cracks to prevent water from seeping into the subgrade. They are also conducting observations to monitor the development of the cracks. All parties involved will continue to monitor potential changes and propose permanent solutions immediately after the rainy season ends.

The contractor affirmed that they have strictly adhered to the design documents, technical guidelines, and construction methods approved by the investor and consulting supervisor and have undergone rigorous checking and acceptance.
