“Road Rehabilitation Project in Hoa Binh Delayed Due to Lack of Space”

The Ministry of Transport has requested the People's Committee of Hoa Binh province to resolve all outstanding issues and hand over the site for the improvement and upgrade project of National Highway 6, bypassing Hoa Binh city.

According to the Ministry of Transport, the project to renovate and upgrade National Highway 6, bypassing Hoa Binh City, was assigned to Project Management Unit 6 as the investor.

The site clearance work was separated into a sub-project carried out by the People’s Committee of Hoa Binh Province starting in October 2022. The construction of the project began in March 2023 and was planned to be completed by August 2024.

Severe Delays Due to Lack of Site Clearance

With just over a month left in the construction period, the site clearance work has only reached about 85% completion, according to reports from Project Management Unit 6. Approximately 700 meters of the route’s length has not been handed over yet.

The main obstacles are within the scope of Democratic and Unified Wards in Hoa Binh City, where compensation plans for residential and agricultural land, as well as support plans for assets on the land, have not been finalized. In addition, there are delays in the approval of compensation costs and the relocation of technical infrastructure, with 4 power poles of 35kV and 24 power poles of 0.4kV remaining to be moved.

The relocation of 19 households eligible for resettlement has not progressed due to incomplete procedures and the identification of a resettlement area, significantly impacting the project timeline.

To ensure the project’s progress, the Ministry of Transport has requested the People’s Committee of Hoa Binh Province to continue their attention and strong guidance to relevant agencies and units to focus on resolving difficulties and speeding up compensation, support, and resettlement for the project. It is crucial to urgently decide on the resettlement plan for the households and relocate the technical infrastructure to hand over the remaining site to the investor by July 2024.

The Ministry of Transport will assign Project Management Unit 6 to coordinate closely with departments, branches, and localities to promptly address any issues that arise during the project’s implementation.

The project to renovate and upgrade National Highway 6, bypassing Hoa Binh City in Hoa Binh Province, starts at Km 73+500 of National Highway 6, connecting with the project “Connecting transport and irrigation of Hoa Binh province with the national transport infrastructure system”. The endpoint is at Km 78+500 of National Highway 6, at the intersection with An Duong Vuong Street, Thai Binh Ward, Hoa Binh City.

The project is constructed according to the standards of a plain-level III road with four lanes; the roadbed width is 20.5m, the road surface width is 19.5m, and the design speed is 80km/h. The total investment capital for the project is nearly VND 474 billion from the state budget in the medium-term public investment plan for the 2021-2025 period.
