Recently, the Criminal Investigation Agency of the Quang Nam Provincial Police has issued and executed a decision to prosecute and arrest two defendants working at the Land Management Bureau under the Department of Natural Resources and Environment of Quang Nam Province. The officers also conducted a search at their workplace.
The two defendants are Luong Thien Phuoc (born in 1967, residing in Tam Ky city, Quang Nam province), Deputy Chief of the Quang Nam Land Management Bureau, and Nguyen Cao Sang (born in 1982, also residing in Tam Ky city), a specialist at the same bureau. They are charged with โViolation of regulations on the management and use of state assets, causing waste and lossโ according to Article 219 of the Criminal Code.
Initial investigation results indicate that on February 1, 2018, the Peopleโs Committee of Quang Nam Province issued Decision No. 485/QD-UBND on land retrieval from Long Han Company, involving Lot 337, Map No. 29, with an area of 2,211 square meters in Nam Phuoc town, Duy Xuyen district. The land was intended for the construction of the Long Han Hotel.

Nguyen Cao Sang and Luong Thien Phuoc were assigned to appraise and advise on the land lease, as well as establish a transfer ticket to determine the financial obligations related to the land. However, in the process of performing their duties, the two defendants intentionally established the transfer ticket to determine financial obligations related to the land in violation of legal regulations, causing serious harm to the state.
The case is being further investigated and handled by the Criminal Investigation Agency of the Quang Nam Provincial Police in accordance with the law.
