On July 30, the Vietnam Securities Depository and Clearing Corporation (VSDC) held a ceremony to announce the appointment of a new member to its Board of Members and the position of General Director.
The ceremony was honored by the presence of Mr. Nguyen Duc Chi, Deputy Minister of Finance, Ms. Vu Thi Chan Phuong, Chairwoman of the State Securities Commission of Vietnam (SSC), Mr. Nguyen Son, Chairman of VSDC’s Board of Members, representatives from various departments under the Ministry of Finance and SSC, as well as key officials of VSDC.
During the event, Deputy Minister Nguyen Duc Chi presented the decision by the Minister of Finance to transfer and appoint Ms. Ta Thanh Binh, Director of the SSC’s Market Development Department, as a Member of the Board of Members and General Director of the Vietnam Securities Depository and Clearing Corporation.

Ms. Ta Thanh Binh, born in 1975, holds a Doctor of Law degree in Economics from Hanoi Law University. She began her career at the SSC’s Market Development Department in 1998 and has since held positions as a legal expert and Deputy Director (since 2006). In 2016, she was appointed as the Director of the Market Development Department of the State Securities Commission.
Prior to this appointment, in February, the Ministry of Finance had accepted the resignations of Mr. Duong Van Thanh and Mr. Pham Trung Minh from their positions as Members of the Board of Members and General Director of VSDC, respectively. Mr. Thanh and Mr. Minh stepped down from their roles on February 20 due to personal reasons.
Mr. Duong Van Thanh had been serving as the General Director of the Vietnam Securities Depository Center (VSD, which was transformed into VSDC in August 2023) since December 2012.
Mr. Pham Trung Minh, on the other hand, was appointed as a Member of the Board of Members in 2018. Prior to that, he served as the Head of the Securities Registration Department at the Vietnam Securities Depository Center. With their resignations, the Board of Members of VSDC was left with only one member, Mr. Nguyen Son.
