The Vietnamese government has approved the Hai Duong People’s Committee’s decision to convert 27.3 hectares of rice land to non-agricultural land for the development of the Van An Urban Area project adjacent to the Thuy Nong River and National Highway 18 in Chi Linh City. This decision was made based on the appraisal and proposal submitted by the Ministry of Natural Resources and Environment.
The People’s Committee of Hai Duong Province is responsible for inspecting and reviewing the current land use to ensure alignment with the approved plans and ensuring that the allocated rice land meets the Prime Minister’s requirements. They are also accountable for complying with land and other relevant laws, efficient land use, and preventing wastefulness. Additionally, they are tasked with monitoring the removal and utilization of the topsoil layer, as well as addressing any challenges that may arise during the implementation process.
The Ministry of Natural Resources and Environment holds responsibility for the accuracy and completeness of the appraisal report and the accompanying documents. They have recommended that the Prime Minister approve the conversion of rice land for this investment project, ensuring compliance with legal regulations. The ministry will also oversee and guide the process of converting rice land in accordance with the law.
Van An Urban Area, Chi Linh City

The Van An Urban Area in Chi Linh City has a detailed plan at a scale of 1/500, approved by the Provincial People’s Committee in July 2023. The project covers an area of 36 hectares in Van An Ward, Chi Linh City, Hai Duong Province, with a total investment of 895 billion VND. The preliminary project implementation cost is estimated at over 686 billion VND, and the compensation and resettlement cost is 209 billion VND.
The project includes the construction of 70 residential buildings (with exterior finishes), and an educational facility (a kindergarten) on an area of 8,615 square meters, with a maximum height of four floors and a building density of 40% to accommodate approximately 400 children. Additionally, there will be commercial and service constructions on two lots: TM-01 (6,182 square meters) with six floors and an average building density of 37%, and TM-02 (766 square meters) with three floors and a building density of 50%.
In May, the Provincial Planning and Investment Department announced that only one investor had registered for the project – Dong Bac Land Joint Stock Company.
Established in December 2022, the company is headquartered in Bai Sai, Long Xuyen Ward, Kinh Mon Town, Hai Duong Province, with its primary business being hard coal mining. The initial chartered capital was 50 billion VND. The founding shareholders included Mr. Le Viet Lam with a 60% stake, Mr. Nguyen Van Thap (also the Director and legal representative) with a 20% stake, Ms. Hoang Thi Thuy with a 10% stake, and Ms. Pham Thi Ly with a 10% stake. In March 2023, the company increased its capital to 350 billion VND. In October 2023, the position of Director and legal representative was transferred to Mr. Hoang Long.
