On the morning of August 3, 2024, in Hanoi, the capital of Vietnam, the 13th Central Executive Committee of the Communist Party of Vietnam met to introduce and elect a new General Secretary of the Central Executive Committee of the Communist Party of Vietnam for the 13th term. Comrade Pham Minh Chinh, Politubro member and Prime Minister, presided over the meeting on behalf of the Politburo.

At the meeting, based on the Party’s regulations and the Politburo’s orientation for introducing personnel, the Central Executive Committee demonstrated a high sense of responsibility, concentrated their wisdom, engaged in democratic discussions, and unanimously agreed with an absolute majority of 100% to elect Comrade To Lam, Politubro member and President of the Socialist Republic of Vietnam, as the General Secretary of the Central Executive Committee of the Communist Party of Vietnam for the 13th term.

“Comrades of the Central Committee!

Dear comrades attending the conference!

First of all, I would like to express my sincere gratitude to the Politburo for their trust and nomination, and to the Central Committee comrades for their confidence in electing me to the important position of General Secretary of the Central Executive Committee of the Communist Party of Vietnam for the 13th term. This is a great honor, but also a tremendous responsibility before the Party, the people, and the thousand-year history of our heroic and culturally rich nation, as well as the cause of building and defending the socialist nation in the new era.

I pledge before the Central Committee, the entire Party, people, and army that I will strive tirelessly, together with the Central Committee comrades, to inherit and promote the glorious traditions and valuable experiences of our Party, as well as the achievements of the previous Congresses, including the 13th National Congress. We will foster a spirit of “independence, self-reliance, self-confidence, self-improvement, and national pride”; strengthen unity and consensus within the Party and among the people; continue to build and rectify the Party, and fight against corruption and negative practices; align thought with action, and the Party’s will with the people’s aspirations; and dedicate ourselves to the cause of a strong and prosperous Vietnam, a democratic, equitable, and civilized society, and a happy and prosperous people. We will focus on effectively organizing the 40th anniversary of the country’s renewal process and other important tasks to ensure the success of the 14th Party Congress, building upon the important theoretical achievements and the path to socialism in Vietnam formulated by previous generations of Party leaders, including General Secretary Nguyen Phu Trong.

I am confident that the 13th Central Executive Committee will be a strong collective, a nucleus that unites and leads the entire Party, people, and army to successfully implement the Party’s policies and resolutions, especially the resolutions of the 13th National Congress, laying a solid foundation for achieving the country’s goals for the next 100 years under the leadership of the Party. The recent changes within the Party have contributed to strengthening the Party, enhancing unity and consensus, improving effectiveness and efficiency, and increasing the people’s trust in the Party.

I hope to continue receiving the close coordination and support of the Central Committee comrades as I undertake this important responsibility. The journey ahead may be challenging, but with unity, wisdom, and resolute and sagacious policies, I am confident that our country will prosper, our people will thrive, and our nation will grow stronger as we advance towards socialism.

Once again, I would like to express my sincere and profound gratitude for the trust and support of the Central Committee and the entire Party.
