The Scenic 39: Reviving the Mang Den Villa Lots

The once-promising villa project in Mang Den, Kon Tum Province, now lies abandoned and entangled in overgrowth. Construction on the villas was abruptly halted due to legal complications, leaving the site a desolate reminder of what could have been.

An inspection conclusion report from the Kon Tum Provincial Department of Natural Resources and Environment revealed that there are still 39 cases in Kon Plong District where the local Department of Natural Resources and Environment issued notices for villa construction site introductions but have not completed the necessary procedures, and are now subject to retrieval.

It was found that out of these 39 cases, 26 did not have a land transfer decision and were not granted a land use right certificate, yet they proceeded to construct buildings on the land.

In reality, out of the 26 constructed villas, 6 have been completed and put to use, several have just finished plastering, and the rest are still in the early construction phase.

Along National Highway 24, there are two structures that have been abandoned after reaching the third floor due to violations.

Many temporary tents have been set up to watch over the villas.

In relation to this retrieval, many households and individuals have submitted petitions and explanations for their violations.

According to Le Thanh Dien, Head of the Kon Plong District’s Department of Natural Resources and Environment, the retrieval and handling of the 26 villas (out of the total 39 cases) that were built in violation of regulations face significant challenges due to historical factors from previous periods.

“There are currently no regulations that allow for the ‘supplementation of documents’ for these cases. According to the regulations, urban land must now be valued and put up for auction,” said Dien.

Previously, the Kon Tum Provincial Department of Natural Resources and Environment had announced inspection conclusions on the management and use of land in the fields of investment attraction in Kon Plong District, covering the period from the district’s establishment (in 2002) to the time of the inspection (mid-2023).

However, during the implementation process, due to a lack of thorough understanding of land laws, a number of shortcomings and limitations occurred.
