The Superhighway Project: A $90 Million Leap of Faith

The Hòa Liên – Túy Loan Highway is taking shape. This 11km-long stretch of highway is currently under construction and is expected to be completed by 2025. Video footage captured by Nguyễn Thành showcases the ongoing progress.

Running parallel to National Highway 1A, the Hòa Liên – Túy Loan Highway is designed with a speed limit of 80km/h. In its initial phase, the project features four complete lanes, a road width of 22m, and a surface width of 14m. Upon completion, it will boast six lanes and a road width of 29m.

While the Hòa Liên – Túy Loan Highway is slated for completion in 2025, construction delays have been experienced due to challenges with land clearance. As of now, only about 6km of the 10km of cleared land is suitable for construction, hindering the project’s progress.

The Hòa Liên – Túy Loan Highway, running parallel to the bypass road of National Highway 1A in Hòa Vang district, will connect the Đà Nẵng – Quảng Ngãi Expressway with the Hòa Liên – La Sơn Expressway. This will create a continuous north-south expressway through Central Vietnam. Đà Nẵng city has handed over more than 10km of cleared land, but only about 6km is suitable for construction.

As observed by reporters, several locations along the highway are still awaiting land clearance. Many residents have posted signs and ropes requesting a halt to construction until their compensation issues are resolved.

To ensure the project stays on track for its 2025 deadline, authorities have requested the completion of land clearance and the relocation of technical infrastructure by September this year. However, there are still issues to be addressed, especially in areas with a high concentration of residents.

Delays in land clearance have resulted in a “leapfrog” construction style along the Hòa Liên – Túy Loan route, with work proceeding in segments as local authorities gradually hand over cleared land. Some residents in Hòa Sơn ward, Hòa Vang district, have not yet agreed to relocate to the city’s available resettlement areas.

Several high-voltage power line relocation works along the route are yet to be completed, contributing to the overall delay in construction progress.

According to the People’s Committee of Hòa Vang district, the city has been actively directing local authorities, departments, branches, and units to accelerate land clearance and support contractors during the construction process. So far, these efforts have yielded positive results, with 10 out of the 11.5km project length successfully cleared.

Local authorities have been proactive in collaborating with investors on land clearance, resettlement, and addressing emerging issues. Notably, the district has implemented two solutions: accelerating the construction of new resettlement areas and relocating some households to existing residential areas to expedite the availability of cleared land for the project.
